IMPLEMENTASI PERAN BPBD PROVINSI JAWA TIMUR GUNA MENANGGULANGI PANDEMI COVID-19  

IMPLEMENTATION OF THE ROLE OF BPBD OF EAST JAVA PROVINCE TO OVERCOME COVID-19 PANDEMIC

Implementasi kebijakan merupakan prosedur umum suatu runtutan tindakan administratif yang dapat diteliti pada tingkat program tertentu. Proses berjalannya implementasi baru akan dimulai apabila tujuan dan sasaran telah ditetapkan dan ditentukan, strategi telah tersusun dan dana telah siap disalurkan untuk mencapai sasaran. Dengan adanya pandemi corona virus disease atau yang lebih dikenal dengan covid-19 yang telah menyebar di berbagai belahan dunia, presiden Indonesia mengeluarkan suatu kebijakan kebijakan yang tertulis di dalam Keputusan Presiden Nomor 9 Tahun 2020 tentang Perubahan Atas Keputusan Presiden Nomor 7 Tahun 2020 tentang Gugus Tugas Percepatan Penanganan Corona Virus Disease 2019 (Covid-19) yang setelah itu ditindak lanjuti oleh Gubernur Jawa Timur dengan mengeluarkan Keputusan Gubernur Jawa Timur Nomor 188/153/KPTS/013/2020 tentang Gugus Tugas Percepatan Penanganan Corona Virus Disease (Covid-19) Provinsi Jawa Timur, yang dimana BPBD Provinsi Jawa Timur adalah salah satu implementator dalam menanggulangi pandemi covid-19 yang tersebar di wilayah Provinsi Jawa Timur. Masalah dari implementasi tersebut adalah bahwa di wilayah Jawa Timur kekurangan bantuan logistik berupa masker, APD (Alat Pelindung Diri) untuk RSUD (Rumah Sakit Umum Daerah) yang tersebar di Jawa Timur, tidak hanya logistik tetapi mereka juga kekurangan tenaga pekerja, karena banyak permintaan dari instansi pemerintah maupun masyarakat untuk melakukan penyemprotan disinfektan sehingga pekerja atau ASN yang bertugas menjadi kewalahan. Tujuan dari penelitian ini sendiri adalah untuk mengetahui implementasi peran BPBD Provinsi Jawa Timur untuk menanggulangi penyebaran covid-19. Untuk melakukan implementasi dari kebijakan tersebut BPBD Jawa Timur juga saling berkerja sama dengan pihak internal maupun eksternal. Metode penelitian yang digunakan untuk penelitian ini yaitu dengan cara wawancara yang berdasarkan dengan pedoman wawancara terbuka dan menggunakan teori implementasi kebijakan oleh George C. Edward yang bertujuan untuk memperoleh informasi dan data mengenai implementasi peran BPBD Jawa Timur guna untuk menanggulangi pandemi covid-19 serta untuk memperoleh informasi tentang kendala dalam melakukan kebijakan tersebut dengan cara melakukan pendekatan deskriptif. Adapun hasil dari penelitian ini yang sesuai dengan 4 indikator teori George C. Edward adalah BPBD Provinisi Jawa Timur mengelola struktur birokrasi sesuai dengan peraturan yang berlaku, melakukan komunikasi dengan cara multidimensi dan menggunakan media yang ada, pembagian sumber daya secara pas dan terstruktur, dan menerapkan disposisi (sifat pelaksana) sesuai dengan prosedur atau SOP yang telah ditetapkan. Dengan demikian terdapat empat saran yang perlu diperhatikan sesuai dengan tiap indikator yang ada yaitu dalam indikator struktur birokrasi perlu adanya pengontrolan oleh petinggi yang tergabung dalam melaksanakan kebijakan, dalam indikator komunikasi yaitu perlu adanya peningkatan sosialiasai dan metode yang tepat, dalam indikator sumber daya perlu adanya pengadaan logistik secara besar-besaran untuk menekan penyebaran pandemic di masyarakat, dan dalam indikator disposisi (sifat pelaksana) diperlukan ketegasan dan memberikan hukuman yang sesuai terhadap para pelanggar kebijakan.

Policy implementation is a common procedure of a prosecution of administrative actions that can be researched at a specific program level. The process of new implementation will begin when the objectives and objectives are defined and determined, the strategy has been arranged, and the funds are ready to be delivered to reach the target. With the coronavirus disease pandemic or better known as COVID-19 which has spread in various parts of the world, the Indonesian president issued a policy written in Presidential Decree No. 9 of 2020 concerning Amendment to Presidential Decree No. 7 of 2020 concerning Task Force Accelerating Handling of Corona Virus Disease 2019 (Covid-19) which was subsequently followed up by the Governor of East Java by issuing the Decree of East Java Governor Number 188/153 / KPTS / 013/2020 concerning the Task Force for the Acceleration of Handling Corona Virus Disease (Covid-19) Province East Java, where the Regional Disaster Management Agency of East Java Province is one of the implementers in tackling the co-19 pandemic that spread throughout the East Java Province. The problem with this implementation is that in the East Java region there is a lack of logistical support in the form of masks, PPE (Personal Protective Equipment) for hospitals (Regional General Hospitals) spread across East Java, not only logistical, but they also lack workers, due to the many requests from government agencies and the community to spray disinfectants, so workers or civil servanta on duty are overwhelmed. The purpose of this study itself is to determine the implementation of the role of Regional Disaster Management Agency of East Java Province to tackle the spread of co-19. To implement the policy, the East Java BPBD also cooperates with internal and external parties. The research method used for this research is by interviewing which is based on open interview guidelines and applying the theory of policy implementation by George C. Edward that aims to obtain information and data regarding the application of the role of BPBD East Java to cope with the co-19 pandemic as well as to receive information about obstacles in carrying out these policies using a descriptive approach. The results of this study are by four indicators of George C. Edward's theory is the East Java Province BPBD manages the bureaucratic structure following applicable regulations, communicates in a multidimensional way and uses existing media, the distribution of resources in an appropriate and structured manner, and applies disposition (the nature of the executor) by established procedures or SOPs.  Thus four suggestions need to be considered by each of the existing indicators, namely in the bureaucratic structure indicator, there needs to be controlled by the officials who are involved in implementing the policy, in the communication indicator, namely the need for increased socialization and appropriate methods, in the index of resources there needs to be procurement  logistics on a large scale to suppress the spread of pandemics in the community, and in signs of disposition (the nature of the executor) required assertiveness and provide appropriate penalties for policy violators.
