IMPLEMENTATION OF BIOMETRIC RECORDING PICK UP SERVICES POLICY FOR THE POPULATION OF
ELDERLY CITIZENS AND DISABILITIESIN

The Population Administration Pick-up Ball Program is
one of the innovations implemented in Bojonegoro
Regency with the aim of improving service quality,
speeding up the service process, and overcoming a number
of problems that often arise in population administration
services. These problems include slow services,
complicated processes, public perception of difficulties in
processing population documents, especially for the
elderly and people with disabilities. As a result, the
coverage of ownership of population documents in
Karangmangu Village, Ngambon District, Bojonegoro
Regency is not yet optimal. This research aims to provide a
general overview of data collected objectively from the
field using a qualitative descriptive approach. Data
collection techniques involve observation and interviews
with several informants. The data was then analyzed using
an interactive analysis model. The research results show
that the implementation of E-KTP services in determining
targets has been appropriate, namely aimed at people in
Bojonegoro Regency who have special needs, the elderly, and those who meet the requirements for E-KTP recording.
This program is socialized by the implementing team at the
location determined for the implementation of the Ball Pick
Up Program. Monitoring of this program is carried out
directly by the implementing team and indirectly through
data evaluation by the Head of the Bojonegoro Regency
Population and Civil Registration Service.
