Innovation of e-SDM Applications in Improving the Quality of Employee Data Management at the Surabaya City Human Resources Development and Personnel Agency
Penelitian ini bertujuan untuk menganalisis inovasi penggunaan Aplikasi e-SDM dalam meningkatkan kualitas manajemen data pegawai secara digital di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Surabaya. Latar belakang penelitian didasari oleh permasalahan pengelolaan data kepegawaian yang sebelumnya masih dilakukan secara manual menggunakan dokumen fisik, sehingga menimbulkan penumpukan arsip, proses pencarian data yang lambat, serta risiko kerusakan maupun kehilangan dokumen. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi kepada pimpinan, operator, serta pegawai pengguna aplikasi e-SDM. Fokus penelitian dihubungkan dengan model faktor sukses penerapan inovasi e-Government menurut Maulidhia J.P. yang meliputi indikator kepemimpinan, stakeholders, sumber daya, teknologi dan informasi, proses, tujuan dan nilai, serta hukum dan regulasi. Hasil penelitian menunjukkan bahwa inovasi aplikasi e-SDM dinilai mampu meningkatkan kualitas manajemen data pegawai melalui peralihan dari sistem manual ke sistem digital terintegrasi yang lebih efisien, akurat, dan mudah diakses, didukung oleh komitmen pimpinan, kolaborasi antarpemangku kepentingan, serta ketersediaan sumber daya yang relatif memadai. Meskipun demikian, implementasi e-SDM masih menghadapi sejumlah tantangan, seperti kendala teknis pada sistem dan jaringan, kebutuhan penguatan kapasitas SDM terutama bagi pegawai senior, serta pentingnya pembaruan regulasi dan penyempurnaan SOP serta panduan penggunaan secara berkelanjutan. Berdasarkan temuan tersebut, dapat disimpulkan bahwa inovasi aplikasi e-SDM berkontribusi dalam meningkatkan kualitas manajemen data pegawai secara digital, serta diharapkan dapat menjadi rujukan bagi pemerintah daerah lain dalam mengembangkan sistem informasi kepegawaian berbasis teknologi digital.

This study aims to analyze the innovation of the use of e-SDM Applications in improving the quality of digital employee data management at the Surabaya City Civil Service and Human Resources Development Agency (BKPSDM). The background of the study is based on the problem of employee data management which was previously still done manually using physical documents, resulting in the accumulation of archives, slow data retrieval processes, and the risk of damage or loss of documents. This study uses a qualitative approach with a case study method. Data collection techniques are carried out through in-depth interviews, observations, and documentation with leaders, operators, and employees who use the e-SDM application. The focus of the study is linked to the success factor model for implementing e-Government innovation according to Maulidhia J.P. which includes indicators of leadership, stakeholders, resources, technology and information, processes, goals and values, and laws and regulations. The results of the study indicate that the innovation of e-SDM applications is considered capable of improving the quality of employee data management through the transition from a manual system to an integrated digital system that is more efficient, accurate, and easily accessible, supported by leadership commitment, collaboration between stakeholders, and the availability of relatively adequate resources. However, the implementation of e-SDM still faces several challenges, such as technical constraints on the system and network, the need to strengthen HR capacity, especially for senior employees, and the importance of continuously updating regulations and improving SOPs and user guidelines. Based on these findings, it can be concluded that the innovation of the e-SDM application contributes to improving the quality of digital employee data management, and is expected to be a reference for other regional governments in developing digital technology-based employee information systems.
