Indonesia sebagai salah satu negara berkembang masih memiliki berbagai macam

permasalahan dalam bidang transportasi yang belum terselesaikan dengan baik. Identifikasi

gejala yang berlangsung dalam arus lalu lintas perlu dilakukan sebelum menentukan solusi

yang tepat untuk mengatasi permasalahan yang terjadi. Tujuan utama dari penelitian ini

adalah untuk menganalisis kinerja jalan berdasarkan parameter yang telah diatur dalam

MKJI 1997. Area pengamatan adalah segmen Jalan Taman – Waru yang berlokasi di

Kabupaten Sidoarjo dengan total panjang segmen sebesar 480 meter. Segmen jalan tersebut

dibatasi oleh tugu batas Kelurahan Geluran – Kletek dan U-turn (putaran balik).

Pengambilan data primer berupa volume lalu lintas dan kecepatan rata-rata kendaraan yang

dilakukan selama 4 hari pada pukul 06.00 s.d. 22.00 WIB. Parameter yang digunakan untuk

menganalisis kinerja jalan adalah derajat kejenuhan dan tingkat pelayanan. Berdasarkan

hasil analisis diperoleh kinerja segmen jalan Taman-Waru berada pada kondisi yang buruk

dengan nilai DS sebesar 1,25 dan tingkat pelayanan jenis E sehingga dibutuhkan rekayasa

lalu lintas untuk menurunkan nilai DS agar kinerja jalan dapat meningkat.

Indonesia, as the one of the developing country, still have many problems in the field of
transportation that have not been resolved properly. Identification of indication of traffic
flow needs to be done before determine the best solution to resolve the problems. The main
objective of this research is to analyse the road performance based on the parameter
contained in the Indonesian Road Capacity Manual (MKJI) 1997. The observation area is
the Taman - Waru Road segment located in the Regency Sidoarjo with a total segment
length of 480 meters. The road segment is bounded by a monument of the Geluran-Kletek
Kelurahan and U-turn. Primary data collection in the form of traffic volume and average
speed of vehicles carried out for four days at 06.00 AM until 10.00 PM. The parameters
used to analyse the road performance is capacity of road, degree of saturation, and levels
of service. Based on the analysis result, the performance of the Taman-Waru road segment
is in poor condition with the value of degree of saturation is 1,25 and levels of service is E.
So, it would require the traffic management to decrease the value of degree of saturation in
order to increase the road performance.
