EVALUASI KUALITAS PERANGKAT LUNAK SIMPADU BERDASARKAN ISO/IEC 25010:2011 PADA DPMPTSP KABUPATEN MAGETAN
EVALUATION OF SIMPADU SOFTWARE QUALITY BASED ON ISO/IEC 25010:2011 AT DPMPTSP MAGETAN REGENCY
Pengembangan sistem pemerintahan berbasis elektronik (e-Government) merupakan bagian utama dari upaya modernisasi publik, bertujuan mendorong tata kelola yang bersih, cepat, transparan, dan akuntabel demi meningkatkan mutu pelayanan. Dalam konteks itu, aplikasi SIMPADU yang diterapkan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Magetan hadir sebagai langkah strategis untuk menyederhanakan serta mempercepat seluruh tahapan pengajuan izin. Penelitian ini mengevaluasi kualitas perangkat lunak SIMPADU dengan merujuk kepada lima karakteristik yang dirumuskan dalam standar ISO/IEC 25010:2011, yaitu : Functional Suitability, Usability, Reliability, Performance Efficiency, dan Maintainability. Untuk mencapai tujuan, penulis menggunakan rancangan kuantitatif-deskriptif dan mengumpulkan data langsung di DPMPTSP Kabupaten Magetan melalui kuesioner yang ditujukan kepada dua kelompok responden, yaitu pemohon izin dan petugas yang sehari-hari berinteraksi dengan sistem. Kuesioner dirancang dengan teliti untuk mencerminkan masing-masing karakteristik, diujicobakan dan diuji validitas serta reliabilitasnya, sehingga keyakinan terhadap akurasi data sangat tinggi. Teknik analisis statistik yang diterapkan berupa penghitungan skor rata-rata pada setiap dimensi. Hasil analisis menunjukkan bahwa SIMPADU memiliki kualitas sangat tinggi, tercermin dari Reliability 97%, Functional Suitability dan Performance Efficiency masing-masing 96%, Usability 95%, dan Maintainability 91%. Temuan tersebut menunjukkan bahwa aplikasi tidak hanya memenuhi seluruh persyaratan fungsional, namun juga beroperasi optimal, mudah dipakai, sangat andal, dan tetap terbuka untuk modifikasi yang dibutuhkan di masa datang. Secara keseluruhan, penelitian menyimpulkan bahwa SIMPADU secara efektif mendorong efisiensi pelayanan, transparansi proses, dan kepuasan pengguna. Keandalan serta efisiensi sistem menguatkan kepercayaan masyarakat kepada pemerintah daerah dan memastikan sumber daya dipergunakan secara optimal. Selain itu, kemudahan pemeliharaan menjamin keberlanjutan layanan digital tersebut dalam jangka panjang. The development of electronic-based government systems (e-Government) is a core component of public modernization efforts, aiming to promote clean, fast, transparent, and accountable governance to improve service quality. In this context, the SIMPADU application, implemented by the Department of Investment and One-Stop Integrated Services (DPMPTSP) of Magetan Regency, serves as a strategic step to simplify and accelerate all stages of permit applications. This research evaluates the quality of the SIMPADU software by referring to five characteristics formulated in the ISO/IEC 25010:2011 standard : Functional Suitability, Usability, Reliability, Performance Efficiency, and Maintainability. To achieve this objective, the author employed a quantitative-descriptive research design and collected data directly at DPMPTSP Magetan Regency through questionnaires administered to two groups of respondents: permit applicants and officers who interact daily with the system. The questionnaires were meticulously designed to reflect each characteristic, then piloted and tested for validity and reliability, ensuring high confidence in data accuracy. The statistical analysis technique applied involved calculating the average score for each dimension. The analysis results indicate that SIMPADU possesses very high quality, reflected by a Reliability score of 97%, Functional Suitability and Performance Efficiency each at 96%, Usability at 95%, and Maintainability at 91%. These findings demonstrate that the application not only fulfills all functional requirements but also operates optimally, is user-friendly, highly reliable, and remains open to necessary future modifications. Overall, the study concludes that SIMPADU effectively promotes service efficiency, process transparency, and user satisfaction. The system's reliability and efficiency strengthen public trust in the local government and ensure optimal resource utilization. Furthermore, its ease of maintenance guarantees the long-term sustainability of this digital service.
