Violence in educational institutions remains a serious issue in Indonesia.
Acts of violence not only disrupt the teaching and learning process, but also
violate human values and the rights of students to receive safe, comfortable,
and dignified education. To address this challenge, the Ministry of Education,
Culture, Research, and Technology issued Regulation of the Minister of
Education (Permendikbud) Number 46 of 2023 concerning the Prevention and
Handling of Violence in Educational Institutions. The implementation of this
policy is crucial for educational units, including SMA Negeri 1 Manyar, one of
the leading senior high schools in Gresik Regency. With a large and diverse
student population, this school requires a structured and effective system for
violence prevention. This study aims to describe the implementation of the regulation using a
qualitative descriptive approach. Informants were selected purposively, and
data were collected through interviews, observations, and documentation. The
data were analyzed using content analysis based on Permendikbud Number 46 of
2023 and the actual implementation conditions at the school, as well as the
policy implementation model of George C. Edward III, which includes
communication, resources, disposition, and bureaucratic structure. The results
of the study show that SMA Negeri 1 Manyar has implemented key aspects such as
prevention, handling mechanisms, and monitoring. The school has developed standard
operating procedures (SOPs), established a violence prevention team, and
carried out various socialization activities. Reports of violence are handled
objectively and involve all relevant parties. Monitoring is conducted monthly.
Despite the progress made, challenges such as the absence of a dedicated
reporting channel and limited school-wide community involvement remain.
