Implementation of the Double Track Policy in Students’ Entrepreneurial Readiness (A Multi-site Study at SMAN 1 Plosoklaten and SMAN 1 Kandangan, Kediri Regency)

Penelitian ini bertujuan menganalisis implementasi kebijakan Double Track dalam meningkatkan kesiapan berwirausaha peserta didik SMA sebagai respons terhadap tantangan dunia kerja dan tingginya angka pengangguran lulusan SMA. Penelitian menggunakan pendekatan kualitatif dengan rancangan multisitus di SMAN 1 Plosoklaten dan SMAN 1 Kandangan Kabupaten Kediri.
Subjek penelitian meliputi kepala sekolah, fasilitator dan trainer Double Track, serta peserta didik peserta program. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis melalui reduksi data, penyajian data, dan penarikan simpulan dengan uji keabsahan data menggunakan triangulasi sumber dan teknik.
Hasil penelitian menunjukkan bahwa implementasi kebijakan Double Track dilaksanakan melalui perencanaan program, pelatihan keterampilan, dan pendampingan kewirausahaan yang terstruktur. Program ini berkontribusi positif terhadap peningkatan pengetahuan, keterampilan, dan sikap kewirausahaan peserta didik. Implementasi kebijakan berjalan efektif didukung oleh komunikasi kebijakan yang jelas, pengelolaan sumber daya yang adaptif, komitmen pelaksana, serta struktur birokrasi yang fleksibel dan koordinatif, meskipun masih diperlukan penguatan sarana prasarana dan kemitraan dengan dunia usaha.

This study aims to analyze the implementation of the Double Track policy in enhancing the entrepreneurial readiness of high school students as a response to the challenges of the workforce and the high unemployment rate among high school graduates. This research employed a qualitative approach with a multi-site design at SMAN 1 Plosoklaten and SMAN 1 Kandangan, Kediri Regency.
The research subjects included school principals, Double Track facilitators and trainers, as well as participating students. Data were collected through in-depth interviews, observation, and documentation, then analyzed through data reduction, data display, and conclusion drawing. The validity of the data was ensured through source and technique triangulation.
The results indicated that the implementation of the Double Track policy was carried out through structured program planning, skills training, and entrepreneurial mentoring. The program contributed positively to the improvement of students' entrepreneurial knowledge, skills, and attitudes. Policy implementation was effective, supported by clear policy communication, adaptive resource management, implementer commitment, and a flexible, coordinative bureaucratic structure, although strengthening infrastructure and partnerships with the business world remains necessary.
