This study aims to describe
the implementation of the Pancasila Student Profile Strengthening Project (P5)
as a means of strengthening character education in an inclusive school, with a
case study at SMP Negeri 1 Yogyakarta. The research was motivated by the
improvement in the 2024 Education Report scores, particularly in the aspect of
student character, as well as the challenges in character development due to
student diversity and the presence of learners with special needs. This
research employs a qualitative approach with a case study method. Data were
collected through interviews, observations, and documentation, and analyzed
using the Miles & Huberman model, which includes data condensation, data
display, and drawing conclusions. The findings reveal that the P5
implementation is carried out systematically in accordance with the official P5
development guidelines, covering planning, implementation, assessment, and
evaluation/monitoring stages. The implementation is influenced by four key
factors as proposed by Edward III: communication, resources, implementers'
disposition, and bureaucratic structure. These factors generally support the
execution of P5. However, limited internet access hinders the optimal use of
technology in learning. In addition, teacher supervision remains insufficient,
and the empowerment of students with special needs is suboptimal due to the
limited number of special education teachers. The impact of P5 implementation
includes increased awareness and practice of character values such as
nationalism, independence, collaboration, and integrity among students.
