Literasi sains peserta didik Indonesia masih berada di bawah rata-rata apabila dibandingkan dengan rata-rata skor internasional. Berdasarkan OECD peringkat literasi sains Indonesia pada tahun 2000, 2003, 2006, 2009, 2012, 2015, dan 2018 berturut-turut yaitu 393, 395, 393, 383, 382, 403, 396 dengan skor dari semua negara peserta sebesar 500 berdasarkan PISA. Penelitian ini bertujuan menghasilkan perangkat pembelajaran berbasis inkuiri terbimbing yang layak ditinjau dari segi kevalidan, kepraktisan, dan keefektifan untuk meningkatkan literasi sains pada peserta didik SMA. Penelitian ini menggunakan model pengembangan 4D dengan tahapan Define, Design, Develop, serta Disseminate. Tahap implementasi dilakukan pada peserta didik kelas XI MIPA di SMAN 3 Nganjuk dengan menggunakan desain peneltian one grup pretest-posttest. Perangkat pembelajaran yang telah dikembangkan divalidasi oleh tiga validator. Teknik pengumpulan data berupa observasi, tes, dan angket, selanjutnya dianalisis dengan menggunakan metode campuran yaitu deskriptif kuantitatif terlebih dahulu berdasarkan nilai rerata validitas, keterlaksanaan, aktivitas peserta didik, peningkatan literasi sains peserta didik, keterampilan, sikap, dan respon peserta didik. Data kuantitatif tersebut kemudian dianalisis secara kualitatif berdasarkan kategori masing-masing. Data hasil penelitian yang diperoleh sebagai berikut: validitas perangkat pembelajaran yang dikembangkan berkategori sangat valid, penilaian keterlaksanaan pembelajaran memiliki kategori sangat baik, penilaian aktivitas peserta didik selama proses pembelajaran berkategori baik, nilai tes kemampuan literasi sain peserta didik mengalami peningkatan setelah diterapkannya pembelajaran berbasis inkuiri terbimbing dengan kategori n-gain tinggi. Adapun rincian nilai n-gain yakni kelas XI MIPA 4 sebesar 0,8114, XI MIPA 5 sebesar 0,7630, XI MIPA 6 sebesar 0,7914, penilaian keterampilan dan sikap berkategori sangat baik, sebagian besar peserta didik memberikan respon positif terhadap komponen pembelajaran dengan model pembelajaran berbasis inkuiri terbimbing. Berdasarkan analisis data, dapat disimpulkan bahwa perangkat pembelajaran yang dikembangkan layak digunakan untuk meningkatkan literasi sains pada peserta didik SMA.

The scientific literacy of Indonesian students is still below the average when compared to the international average score. Based on the OECD, Indonesia’s scientific literacy rankings in 2000, 2003, 2006, 2009, 2012, 2015, and 2018 were 393, 395, 393, 383, 382, 402, 396 with scores from all participating countries of 500 based on PISA. This research aims to produce learning instruments Guided Inquiry-Based Learning which is viewed in terms of validity, practicality, and effectivity to improve students’ scientific literacy skill. This research used the 4D development model with Define, Design, Develop, and Disseminate stages. The implementation stage was carried out on 11th grade MIPA students at SMAN 3 Nganjuk Using a one group pretest-posttest research design. The learning tools that have been developed were validated by three validators. Data collection techniques in the form of observation, tests, and questionnaires, then using mix methode which was analyzed quantitatively descriptively first based on the mean value of validity, implementation, student activities, increasing scientific literacy skills, skills, attitude, and student responses. The quantitative data were then analyzed qualitatively based on their respective categories. The research data obtained were as follows: the validity of learning tools developed are categorized as very valid, The learning implementation servise has a very good category, the assessment of student activities during the learning process is categorized as good, the test scores of students’ scientific literacy have increased after the implementation of guided inquiry-based learning with high n-gain category. The details of the n-gain value are class XI MIPA 4 of 0.8114, XI MIPA 5 of 0.7630, XI MIPA 6 of 0.7914, skill and attitude assessments are categorized as very good, most of the students gave a positive response to the learning component and showed good interest in supporting learning using a guided inquiry-based learning model. Based on the results of data analysis, it can be concluded that the learning tools developed are feasible to be used to improve scientific literacy of senior high school student’s.
