Konflik tidak bisa lepas dari kehidupan manusia, selama manusia masih membutuhkan orang lain selama itu pula konflik akan timbul. Di Indonesia khususnya pada masa peralihan dari orde baru ke reformasi banyak terjadi konflik politik. Salah satunya adalah konflik politik di Kabupaten Tuban. Konflik pilkada yang terjadi di Kabupaten tuban tersebut menimbulkan kerusuhan yang menyebabkan banyak kerusakan.

Permasalahan dalam penelitian ini yaitu 1) Apa yang melatar belakangi terjadinya konflik pilkada di Kabupaten Tuban tahun 2006? 2) Bagaimana penyelesaian konflik pilkada di Kabupaten Tuban tahun 2006 dari prespektif safety valve Lewis Coser? 3) Bagaimana fungsionalisme konflik yang ditimbulkan oleh konflik pilkada di Kabupaten Tuban tahun 2006? Tujuan dilakukannya penelitian ini adalah memperoleh penjelasan mengenai latar belakang konflik dan resolusi konflik di Kabupaten Tuban. Penelitian ini juga menjelaskan analisis teori lewis coser terhadap fungsi positif dan negatif yang ditimbulkan konflik. Metode penelitian ini adalah metode penelitian sejarah yang terdiri dari heuristik, kritik, interpretasi dan historiografi. Pada tahap heuristik peneliti mencari dan mengumpulkan sumber-sumber yang terkait dengan objek penelitian, sumber primer didapatkan dari majalah atau koran sezaman dan sumber sekunder didapatkan dari buku-buku dan jurnal online. Selanjutnya pada tahap kritik, sumber-sumber yang sudah ada dikelompokkan dalam sumber primer dan sekuder dan juga dicari kerelevan dari sumber dengan objek penelitian. Kemudian pada tahap interpretasi, mencari hubungan fakta satu dengan lainnya untuk ditafsirkan dengan merujuk beberapa referensi yang ada. Dan yang terakhir tahap historiografi adalah tahap penulisan sejarah berdasarkan fakta-fakta yang telah ditafsirkan.

Berdasarkan penelitian yang sudah dilakukan secara umum didapatkan hasil bahwa yang melatar belakangi terjadinya konflik pilkada di Kabupaten Tuban tahun 2006 adalah belum siapnya pihak pelaksana maupun masyarakat dalam melaksanakan pilkada langsung yang baru pertama kali diberlakukan, sehingga ada yang melakukan kesalahan dan mencari kesalahan. Menurut teori Lewis Coser konflik pilkada di Kabupaten Tuban diselesaikan dengan katup penyelamat. Katup penyelamat dimaksudkan adalah lembaga atau orang yang menengahi dan secara netral memberikan solusi atas penyelesaian ini. Karena konflik di Tuban ini akhirnya masuk pada jalur hukum maka penyelesaian konflik dimulai pada penangkapan pelaku oleh polisi dan persidangan pelaku oleh mahkamah agung. Salah satu fungsi negatif konflik pilkada di Kabupaten Tuban berupa kerusakan pada bangunan-bangunan yang telah dibakar oleh para massa sedangkan dari fungsi positifnya yang paling penting adalah adanya beberapa pesan moral yang dapat dijadikan sebagai pembelajaran untuk masyarakat kedepannya.

Conflict cannot be separated from human life, as long as humans still need other people as long as that conflict will arise. Every country will face different conflicts. In Indonesia, especially during the transition from the new order to reform, there were many political conflicts. One of them is political conflict in Tuban Regency.

The problems in this study are 1) what is the background of the local election conflict in Tuban Regency in 2006? 2) how about the election conflict resolution in Tuban Regency in 2006 from the perspective of the safety valve Lewis Coser? 3) how is the functionalism of conflict caused by the election conflict in Tuban Regency in 2006? The purpose of this study was to obtain an explanation of the background of conflict and conflict resolution in Tuban Regency. This study also explains Lewis Coser’s theory of analysis of the positive and negative effect caused by conflict. The method of this research is a historical research method consisting of heuristics, criticism, interpretation and historiography. At the heuristic stage the researcher search for and and collects sources related to the object of research, primary sources obtained from contemporary magazines or newspapers and secondary sources obtained from books and online journals. Furthermore, at the criticism stage, existing sources are grouped in primary and secondary sources and are also sought to be relevant from sources with research objects. Then at the stage of interpretation, look for the relationship of facts to one another to be interpreted by referring to the existing references. And the last stage of historiography is the stage of writing history based on the facts that have been interpreted.

Based on the research that has been carried in general, it was found that the background of the local election conflict in Tuban Regency in 2006 was that the implementing parties and the community were not ready to implement the direct local election for the first time, so someone made a mistake and looked for errors. According to the theory of Lewis Coser the election conflict in Tuban Regency is solved by a rescue valve. The rescue valve is intended to be an institution or person who mediates and provides a neutral solution to this solution. Because the conflict in Tuban finally entered the legal route, the resolution of the the conflict began with the arrest of the perpetrators by the police and the trial of the perpetrators by the Supreme Court.  One of the negative function of regional election conflict in Tuban Regency is damage to buildings that have been burned by the masses while from the most important positive impact of the conflict there are several moral messages that can be used as learning for the community in the future.
