In
the context of accelerating and increasing investment and business, a
Government Regulation Number 24 of 2018 concerning the Licensing of Business
Services is Integrated Electronically. Based on this policy, all business
licensing services are integrated by the center through an Electronic Licensing
System Online Single Submission (OSS). OSS is a licensing service system that
aims to simplify business licensing and create a model of integrated licensing
services that is fast, inexpensive and provides certainty. PTSP services to the
Central Government and Regional Governments are enhanced to be more efficient,
serviceable and modern. Nganjuk Regency's One-Stop Integrated Investment and
Service Office (DPMPTSP) is one of the regional government apparatus in Nganjuk
Regency that implements a one-stop service system as a service agency that is
specifically tasked with providing licensing services that directly intersect
with the community, one of which is Business Licensing Services through OSS.
The purpose of this study is to describe in depth and analyze the
Implementation of Electronic Single Submission (OSS) Integrated Business
Licensing Services at the Nganjuk District Investment and One-Stop Service
Office (DPMPTSP). This type of research is descriptive with a qualitative
approach. The focus of the study consisted of communication, resources,
disposition and bureaucratic structure. Data collection techniques are
interview techniques, observation and documentation that are analyzed using
data analysis techniques according to Miles and Huberman, including data
collection, data reduction, data presentation and conclusion drawing.
Implementation
of Integrated Entrepreneurial Licensing Services in Electronic Online Single
Submission (OSS) at the Nganjuk District One-Stop Integrated Service and Investment
Services (DPMPTSP), however, there are still obstacles in the delivery of
information that is not fully acceptable to the community. The use of a
business licensing system through OSS resulted in the public being afraid of
incorrect data input related to the files needed so that there were still many
Nganjuk people as prospective individual business people who directly went to
Nganjuk Regency DPMPTSP in managing business permits. Human resources at the
service level are quite adequate in its implementation. Supporting facilities
for the implementation of licensing services through OSS in Nganjuk Regency
DPMPTSP are good, which consists of computers, printers and internet networks,
but during the implementation of services sometimes the internet network
experiences errors or bad connections. In the aspect of disposition, the
appointment of the bureaucracy is carried out based on the letter of duty of
the Head of Service. There were no incentives obtained by the executors of the
OSS Business Licensing Service at Nganjuk Regency DPMPTSP. The bureaucratic
structure has been carried out in accordance with the main tasks and functions
that exist. Through OSS services, the benefits provided, namely DPMPTSP, can
easily access licensing, trying to directly complete one day.
In
the implementation of the Online Single Submission (OSS) Licensing Service at
Nganjuk Regency DPMPTSP, suggestions were given on socialization to add
assistance licensing training activities so that the community could implement
or practice its own ways of managing business licenses through OSS wherever and
whenever.
