Administrative order is a concrete manifestation of the orderly administration of government. The government is at the central, regional and village levels. Therefore, orderly administration needs to be maximized by all levels of government administrators. Especially being orderly in completing population documents such as KK (Family Cards), KTP (Resident Identity Cards and KIA (Children's Identity Cards).

The residents of Tambakrejo Village, Tambakrejo District, Bojonegoro Regency are still relatively low in terms of processing residence documents. Starting from not being aware of the importance of having complete documents or an interest in taking care of complete population documents.

This study used a qualitative method, with the research focus being the background of the apathy of the people of Tambakrejo Village, Tambakrejo District, Bojonegoro Regency towards the completeness of population documents and the impact arising from the apathy of the people of Tambakrejo Village, Tambakrejo District, Bojonegoro Regency in the completeness of population documents. Sources of data obtained by data collection techniques in the form of observation, interviews, and documentation. The analysis technique was carried out in several stages, namely through data collection, data reduction, data presentation, and drawing conclusions.

The results of this study indicate that (1) the apathy of the residents of Tambakrejo Village, Tambakrejo District, Bojonegoro Regency towards the completeness of population documents is motivated by several factors, namely the first in terms of the educational level of parents here, most of whom only graduated from elementary school. The second is about busy work. The third concerns low trust in the government, this is due to the complexity of the system for dealing with residence documents from year to year; (2) the impact is related to the time associated with the work activities of each resident.

Based on the research findings above, it is suggested to the Village Government to provide adequate access or facilities to the people of Tambakrejo Village, Tambakrejo District, Bojonegoro Regency to support activities dealing with the completeness of population documents, including providing socialization about the importance of completeness of population documents.

Tertib administrasi adalah suatu satu wujud nyata dari tertibnya sebuah penyelenggaraan pemerintahan. Baik pemerintahan yang ada di tingkat pusat, daerah maupun tingkat desa. Oleh karena itu, tertib administrasi perlu diupayakan secara maksimal oleh seluruh jajaran penyelenggara pemerintahan. Terutama tertib dalam melengkapi dokumen kependudukan seperti KK (Kartu Keluarga, KTP (Kartu Tanda Penduduk dan KIA (Kartu Identitas Anak).

Warga masyarakat Desa Tambakrejo Kecamatan Tambakrejo Kabupaten Bojonegoro masih tergolong rendah dalam hal mengurus surat kependudukan. Mulai dari kurang sadar akan pentingnya mempunyai kelengkapan dokumen atau minat mengurus kelengkapan dokumen kependudukan.

Penelitian ini menggunakan metode kualitatif, dengan fokus penelitian yaitu latar belakang sikap partisipasi warga masyarakat Desa Tambakrejo Kecamatan Tambakrejo Kabupaten Bojonegoro terhadap kelengkapan dokumen kependudukan dan dampak yang ditimbulkan dari sikap partisipasi warga masyarakat Desa Tambakrejo Kecamatan Tambakrejo Kabupaten Bojonegoro dalam kelengkapan dokumen kependudukan. Sumber data diperoleh dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Teknik analisis dilakukan dengan beberapa tahap, yaitu melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.

Hasil penelitian ini menunjukkan bahwa (1) sikap partisipasi warga masyarakat Desa Tambakrejo Kecamatan Tambakrejo Kabupaten Bojonegoro terhadap kelengkapan dokumen kependudukan dilatarbelakangi beberapa faktor, yakni yang pertama dari segi tingkat pendidikan orangtua disini yang kebanyakan hanya tamatan SD. Yang kedua, mengenai kesibukan pekerjaan. Yang ketiga mengenai rendahnya kepercayaan terhadap pemerintah, hal ini dikarenakan oleh ribetnya sistem dalam mengurus surat kependudukan terjadi dari tahun ke tahun; (2) dampak yang ditimbulkan adalah mengenai waktu yang berkaitan dengan kesibukan pekerjaan masing masing warga.  

Berdasarkan temuan penelitian di atas, disarankan kepada Pemerintah Desa untuk menyediakan akses atau fasilitas-fasilitas yang memadai kepada warga masyarakat Desa Tambakrejo Kecamatan Tambakrejo Kabupaten Bojonegoro untuk mendukung kegiatan yang berurusan dengan kelengkapan dokumen kependudukan, diantaranya memberikan sosialisasi tentang pentingnya kelengkapan dokumen kependudukan.
