Implementasi Program Penggembokan Kendaraan Bermotor di Jalan Tunjungan Kota Surabaya
The Implementation of the Motor Vehicle Clamping Program on Tunjungan Street, Surabaya
Permasalahan parkir liar di kawasan strategis seperti Jalan Tunjungan, Kota Surabaya, menjadi penyebab utama kemacetan lalu lintas dan ketidaktertiban ruang publik. Pemerintah Kota Surabaya melalui Dinas Perhubungan mengimplementasikan program penggembokan kendaraan bermotor sebagai upaya penegakan hukum dan efek jera bagi pelanggar. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan program penggembokan di Jalan Tunjungan serta mengidentifikasi faktor-faktor pendukung dan penghambat implementasinya.
Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Fokus penelitian merujuk pada teori implementasi kebijakan George C. Edwards III, yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi.
Hasil penelitian menunjukkan bahwa komunikasi antara Dinas perhubungan Kota Surabaya dan masyarakat sudah berjalan melalui berbagai media, namun belum sepenuhnya efektif karena masih banyak pengendara yang tidak memahami zona larangan parkir. Dari sisi sumber daya, keterbatasan jumlah petugas dan kondisi peralatan menjadi kendala utama, meskipun koordinasi internal dan dukungan APBD cukup membantu pelaksanaan. Disposisi pelaksana menunjukkan komitmen tinggi dalam menjalankan tugas sesuai SOP, namun masih memerlukan pelatihan dan penguatan soft skill. Struktur birokrasi dinilai cukup sistematis, meski masih perlu peningkatan koordinasi lintas sektor.
Dengan demikian dapat disimpulkan bahwa program penggembokan kendaraan bermotor di Jalan Tunjungan telah berjalan cukup efektif namun memerlukan perbaikan pada aspek komunikasi publik, penguatan kapasitas sumber daya manusia, serta optimalisasi kolaborasi antarinstansi untuk meningkatkan keberlanjutan program di masa depan.

Illegal parking in strategic areas such as Jalan Tunjungan, Surabaya City, is a major cause of traffic congestion and public space disorder. In response, the Surabaya City Government, through the Department of Transportation, implemented a vehicle clamping program to enforce traffic regulations and deter violators. This study aims to describe the implementation of the clamping program and to identify the supporting and inhibiting factors influencing its execution.
This research uses a descriptive qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. The research focuses on George C. Edwards III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure.
The results show that communication between the Department of Transportation and the public has been carried out through various media, but it is not yet fully effective, as many drivers are still unaware of no-parking zones. In terms of resources, the limited number of personnel and equipment is a major obstacle, although internal coordination and regional budget support help facilitate implementation. The disposition of implementers shows a high commitment to following SOPs, though further training and soft skill development are still needed. The bureaucratic structure is considered fairly systematic, although cross-sectoral coordination still needs improvement.
It can be concluded that the vehicle clamping program on Jalan Tunjungan has been quite effective but requires improvements in public communication, human resource capacity, and interagency collaboration to ensure its sustainability in the future.
