Penelitian ini bertujuan untuk Mendapatkan kontribusi komunikasi pegawai, sumber daya, disposisi, dan struktur birokrasi terhadap implementasi kebijakan Amandemen STCW Manila 2010 di lingkungan Politeknik Pelayaran surabaya. Penelitian ini menggunakan pendekatan mixed methode, yaitu gabungan antara kualitatif dan kuantitatif. Desain penelitian ini menggunakan desain penelitian campuran dengan jenis desain Desain Eksplanatif Sekuensial (Sequential Explanatory Design). Desain ini dimulai dengan pengumpulan dan analisis data kualitatif, diikuti oleh pengumpulan dan analisis data kuantitatif untuk menjelaskan atau menguji lebih lanjut temuan kualitatif.
Penelitian ini dilakukan pada perguruan tinggi dibawah naungan BPSDM Perhubungan yaitu Politeknik Pelayaran Surabaya. Jumlah populasi yang ada di Politeknik Pelayaran Surabaya sebesar 109 orang. Variabel penelitian meliputi variabel bebas yaitu komunikasi pegawai, disposisi, struktur organisasi dan sumber daya. Variabel terikat adalah implementasi STCW Amandemen Manila 2010. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis regresi linier berganda dengan beberapa pengujian asumsi klasik, yaitu analisis normalitas, heteroskedastisitas, autokorelasi, dan multikolinieritas. Berikutnya dilakukan dilakukan uji t dengan tujuan untuk mengetahui apakah parameter yang digunakan dalam persamaan ini (koefisien dan konstanta) merupakan parameter yang telah sesuai. Tahap akhir dilakukan uji F untuk mengetahui apakah terdapat pengaruh signifikan secara bersama-sama atau simultan dari 4 variabel bebas yaitu komunikasi, sumber daya, disposisi, dan struktur organisasi terhadap variabel terikat yaitu implementasi.
Hasil penelitian menunjukkan : pertama, komunikasi telah dilakukan pihak manajemen Poltekpel Surabaya kepada para pegawai, bentuk komunikasi yang lain berupa pembukaan prodi-prodi baru, diklat-diklat penjenjangan dan short course sesuai kebijakan STCW Amandemen Manila 2010. Kedua sumber daya mencakup sumber daya manusia, sarana dan prasarana serta pendanaan, adapun kendala sumber daya manusia di Poltekpel Surabaya berupa pemenuhan SDM disebabkan sistem yang memberlakukan pembatasan perekrutan SDM. Ketiga, disposisi berwujud sikap positif yang muncul berupa pengembangan diri pegawai Poltekpel Surabaya melalui diklat yang dapat diselenggarakan oleh Poltekpel Surabaya maupun oleh BPSDM Perhubungan Laut. Keempat, struktur birokrasi terhadap implementasi kebijakan STCW Amandemen Manila 2010 berupa kejelasan SOP dalam struktur birokrasi bercirikan yang memungkinkan untuk dilaksanakan tanpa kendala yang berarti. SOP digunakan sebagai pedoman dalam bertindak dan menyelesaikan tugas bagi setiap pegawai Politeknik Pelayaran Surabaya. Kelima, didapatkan model persamaan regresi linier mengungkapkan kontribusi masing-masing variabel bebas berupa komunikasi, sumber daya, disposisi dan struktur organisasi terhadap implementasi kebijakan STCW Amandemen Manila 2010 di Poltekpel Surabaya. Berikut model persamaan regresi linier Y = 0,214 x1 + 0,250 x2 + 0,237 x3 + 0,222 x4 +0,547.

This research aims to obtain the contribution of employee communication, resources, disposition and bureaucratic structure to the implementation of the 2010 Manila STCW Amendment policy within the Surabaya Shipping Polytechnic. This research uses a mixed method approach, namely a combination of qualitative and quantitative. This research design uses a mixed research design with a Sequential Explanatory Design type of design. This design begins with the collection and analysis of qualitative data, followed by the collection and analysis of quantitative data to further explain or test the qualitative findings.
This research was conducted at a tertiary institution under the auspices of BPSDM Transportation, namely the Surabaya Shipping Polytechnic. The total population at the Surabaya Shipping Polytechnic is 109 people. Research variables include independent variables, namely employee communication, disposition, organizational structure and resources. The dependent variable is the implementation of the 2010 Manila Amendment STCW. The data analysis technique used in this research is multiple linear regression analysis with several classical assumption tests, namely normality, heteroscedasticity, autocorrelation and multicollinearity analysis. Next, a t test is carried out with the aim of finding out whether the parameters used in this equation (coefficients and constants) are appropriate parameters. In the final stage, an F test was carried out to determine whether there was a significant joint or simultaneous influence of the 4 independent variables, namely communication, resources, disposition and organizational structure on the dependent variable, namely implementation.
The results of the research show: first, communication has been carried out by the management of Poltekpel Surabaya to employees, other forms of communication are in the form of opening new study programs, level training and short courses in accordance with the 2010 Manila Amendment STCW policy. Second, resources include human resources, facilities and infrastructure as well as funding, as for human resource constraints at the Surabaya Poltekpel in the form of fulfilling human resources due to a system that imposes restrictions on HR recruitment.Third, the disposition takes the form of a positive attitude which emerges in the form of self-development of Surabaya Poltekpel employees through training which can be held by the Surabaya Poltekpel or by BPSDM Maritime Transportation. Fourth, the bureaucratic structure for the implementation of the 2010 Manila Amendment STCW policy in the form of clarity of SOPs in a bureaucratic structure is characterized by allowing it to be implemented without significant obstacles. SOP is used as a guideline for acting and completing tasks for every employee of the Surabaya Shipping Polytechnic. Fifth, a linear regression equation model was obtained revealing the contribution of each independent variable in the form of communication, resources, disposition and organizational structure to the implementation of the 2010 Manila Amendment STCW policy at the Surabaya Polytechnic. The following is a linear regression equation model Y = 0.214 x1 + 0.250 x2 + 0.237 x3 + 0.222 x4 +0.547.
