Penelitian ini bertujuan untuk melatih keterampilan menulis siswa dengan materi cerita pendek melalui penulisan teknik URW. Terdapat 3 tahapan dalam teknik tersebut, yaitu meliputi (1) Urai, yang memiliki arti menguraikan berdasarkan peristiwa yang terjadi dalam sebuah cerita, (2) Ruang, yang memiliki arti peristiwa yang dapat dilihat atau dirasakan, (3) Waktu, yang memiliki arti menguraikan peristiwa berdasarkan waktu kejadian. Dengan demikian dapat memudahkan siswa ketika menemukan beberapa peristiwa sesuai dengan tahapan.

Dalam penelitian berpendekataan pengembangan ini, bila ditinjau dari segi keterampilan menulis menggunakan metode ADDIE dengan menggunakan 5 tahapan sebagai berikut: (1) Analisis (Analyze), (2) Perancangan (Design), (3) Pengembangan (Development), (4) Implementasi (Implementation), (5) Evaluasi (Evaluation). Dalam subjek penelitian ini membutuhkan dua subjek untuk diamati dalam kurun waktu yang relatif singkat.  Untuk menguji kevalidan pengembangan bahan ajar dapat dilihat berdasarkan pada validator ahli kegrafikaan, ahli materi, dan ahli penyajian. Untuk menguji kepraktisan pengembangan bahan ajar dapat dilihat dari angket siswa. Untuk menguji keefektifan penggunaan bahan ajar dapat dilihat dengan tahapan:(1) Kualitas pembelajaran,(2) Kesesuaian tingkat pembelajaran,(3) Insentif yaitu seberapa besar guru memotivasi siswa untuk mengerjakan,(4) Waktu yaitu waktu yang diberikan untuk menyelesaikan pembelajaran.

Hasil penelitian ini proses pengembangan bahan ajar dengan pumpunan materi cerita pendek dengan materi cerpen melalui menulis teknik URW, yang ditunjukkan hasil yang diperoleh dari kegrafikaan dan penyajian sebesar 90% dapat diartikan pengembangan bahan ajar valid/layak, sedangkan presentase yang diperoleh dari ahli materi dan ahli bahasa sebesar 88% dapat diartikan pengembangan bahan ajar valid/layak. Presentase yang dilihat melalui observasi guru sebesar 95% dan presentase yang dilihat melalui observasi siswa sebesar 97,5% dapat diartikan pengembangan bahan ajar valid/layak. Sedangkan respon guru sebesar 9,75% dan respon siswa sebesar 91% dapat diartikan bahwa pengembangan bahan ajar valid/layak. Untuk mengetahui efektivitas dapat dilihat dari pre tes dan post tes dengan menggunakan taraf signifikan 0,5%, dan menggunakan uji coba dua kelas yaitu kelas kecil memperoleh t_hitung 17,748 > t_abel 1,734, sedangkan kelas besar memperoleh t_hitung 22,49 > t_abel 1,672 dengan demikian dapat disimpulkan pengembangan bahan ajar dengan pumpunan materi cerpen melalui penulisan teknik URW, efektif digunakan sebagai keterampilan menulis cerita pendek dengan teknik URW kelas V sekolah dasar.

This study aims to train students' writing skills with short story material through URW technique writing. There are 3 stages in this technique, which include (1) Describe, which means to describe based on events that occur in a story, (2) Space, which means events that can be seen or felt, (3) Time, which has the meaning of describing events. events based on the time of occurrence. Thus, it can make it easier for students to find events according to stages.

In this development approach research, when viewed in terms of writing skills using the ADDIE method using 5 stages as follows: (1) Analysis (Analyze), (2) Design (Design), (3) Development (Development), (4) Implementation (Implementation), (5) Evaluation (Evaluation). In this research subject requires two subjects to be observed in a relatively short period of time. To test the validity of the development of teaching materials, it can be seen based on the validators of graphic experts, material experts, and presentation experts. To test the practicality of developing teaching materials, it can be seen from student questionnaires. To test the effectiveness of the use of teaching materials, it can be seen by the stages: (1) Quality of learning, (2) Suitability of learning levels, (3) Incentives, namely how much the teacher motivates students to work, (4) Time, namely the time given to complete learning.

The results of this study are the process of developing teaching materials with a collection of short story material with short story material through writing the URW technique, which shows the results obtained from graphics and presentation of 90% can be interpreted as developing valid / appropriate teaching materials, while the percentage obtained from material experts and experts language by 88% can be interpreted as the development of valid / appropriate teaching materials. The percentage seen through teacher observations is 95% and the percentage seen through student observations is 97.5%, which means that the development of teaching materials is valid/feasible. While the teacher's response of 9.75% and the student's response of 91% can be interpreted that the development of teaching materials is valid/feasible. To determine the effectiveness, it can be seen from the pre-test and post-test using a significant level of 0.5%, and using a two-class trial, namely the small class obtained t_count 17.748 > t_table 1.734, while the large class obtained t_count 22.49 > t_table. 1,672, it can be concluded that the development of teaching materials using short story material through the writing of the URW technique is effectively used as a short story writing skill using the URW technique for fifth grade elementary school.
