Guidance and
counselling program is a scheduled activity that will be carried out within a
certain period. In order for the services of guidance and counselling to be
executed effectively and efficiently, guidance and counselling management needs
to be implemented while conducting the program. The guidance and counselling
management begins with planning, organizing, implementing, and evaluating the
guidance and counselling activities.
The result of the observation carried out
in several schools located in the West Surabaya reveals that the implementation
of guidance and counselling program was rather inadequate. Some counsellors or
teachers of guidance and counselling program stated that they still confronted
a number of obstacles, particularly in administering the guidance and
counselling activities. Some counsellors also claimed that the constraints were
mostly the results of a lack of support on facilities and infrastructure as
well as the skill of the counsellors.
This study aims to obtain more in-depth
and more accurate information on the implementation of guidance and counselling
management in lower secondary schools in the West Surabaya. The examination,
employing qualitative descriptive method, focuses on the implementation of four
aspects of guidance and counselling management, namely planning, organizing,
implementing, and evaluating. The research data were collected through
observation and comprehensive interviews. The school counsellors are the
informants. In general, the analysis of the result of this study shows that the
guidance and counselling management in lower secondary schools in the West
Surabaya has been carried out well.
