The
post-COVID-19 period requires significant time and effort to restore optimal
economic stability. Currently, the Office of Cooperatives, Small and Medium
Enterprises of Magetan Regency has implemented various policies to support the
development of Small and Medium Enterprises (SMEs). These development policies
include a partnership program between the Office and modern retail stores.
However, this program faces several challenges, such as low-quality raw
materials and product packaging, delivery delays, and inadequate monitoring and
evaluation by the supervisory office, resulting in deficient implementation.
This
study aims to describe the implementation of the SMEs Partnership Development
Policy at the Office of Cooperatives, Small and Medium Enterprises of Magetan
Regency. The research employs a qualitative descriptive method, utilizing the
Donald Van Meter and Carl Van Horn model. The results indicate two main factors
influencing the deficient policy implementation at the Office: resource
limitations and implementer disposition.
Regarding
resources, the strategic recommendation is to provide guidance to SME
entrepreneurs in Magetan Regency to improve product quality, both in taste and
packaging. Additionally, SME actors must adopt a new mindset to understand the
importance of partnerships in expanding cooperative networks and market access.
Concerning implementer disposition, the recommendation is to enhance
coordination between the Office and modern retail stores to allow price
adjustments for SME products in response to rising raw material costs.
