Evaluasi Program Keluarga Harapan (PKH) pada Komponen Pendidikan di Desa Sidorejo Kecamatan Krian Kabupaten Sidoarjo
Evaluation of the Family Hope Program (PKH) in the Education Component in Sidorejo Village, Krian Sub-district, Sidoarjo Regency
Fenomena putus sekolah masih banyak terjadi saat ini, salah satunya disebabkan oleh faktor ekonomi. Untuk mengatasi masalah ini, pemerintah memberikan dukungan melalui program seperti Program Keluarga Harapan (PKH). Kabupaten Sidoarjo, termasuk Desa Sidorejo Kecamatan Krian, telah menerima bantuan PKH sejak 2007. Namun, pelaksanaan PKH di Desa Sidorejo masih menghadapi kendala, seperti sulitnya koordinasi data antara pendamping PKH dan sekolah, sehingga banyak anak yang membutuhkan bantuan tidak tercakup. Penelitian ini bertujuan mendeskripsikan evaluasi Program Keluarga Harapan pada komponen pendidikan di Desa Sidorejo. Penelitian deskriptif kualitatif ini menggunakan teori evaluasi milik Dunn meliputi efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Subjek penelitian adalah Dinas Sosial Kabupaten Sidoarjo, Pemerintah Desa Sidorejo, dan Keluarga Penerima Manfaat (KPM) komponen pendidikan di Desa Sidorejo. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa evaluasi Program Keluarga Harapan pada komponen pendidikan di Desa Sidorejo efektif dalam meningkatkan taraf hidup masyarakat. Program ini dinilai efisien dan responsif, meskipun masih terdapat hambatan seperti verifikasi data yang belum optimal, penyaluran dana bantuan yang tidak merata, dan ketidaktepatan penggunaan dana. Saran yang diberikan adalah 1) Pemerintah Desa Sidorejo perlu melakukan validasi data KPM, 2) Kementrian Sosial perlu meningkatkan alokasi dana bantuan, 3) Pemerintah Desa Sidorejo dan Pendamping PKH perlu melakukan pendataan anak usia sekolah, 4) Pendamping PKH perlu meningkatkan pengawasan terhadap KPM.

The phenomenon of dropping out of school still occurs a lot today, one of which is caused by economic factors. To overcome this problem, the government provides support through programs such as the Family Hope Program (PKH). Sidoarjo District, including Sidorejo Village in Krian Sub-district, has received PKH assistance since 2007. However, the implementation of PKH in Sidorejo village still faces obstacles, such as the difficulty of coordinating data between PKH facilitators and schools, so that many children who need assistance are not included. This study aims to describe the evaluation of the Family Hope Program in the education component in Sidorejo Village. This descriptive qualitative research uses Dunn's evaluation theory including effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research subjects were the Sidoarjo District Social Service, the Sidorejo Village Government, and the education component beneficiary families in Sidorejo Village. Data were collected through interviews, observation, and documentation, then analyzed through data collection, data reduction, data presentation, and conclusion drawing. The results show that the evaluation of the Family Hope Program in the education component in Sidorejo Village is effective in improving the community's standard of living. The program is considered efficient and responsive, although there are still obstacles such as data verification that is not optimal, uneven distribution of aid funds, and inaccurate use of funds. The suggestions given are 1) The Sidorejo Village Government needs to validate KPM data, 2) The Ministry of Social Affairs needs to increase the allocation of assistance funds, 3) The Sidorejo Village Government and PKH Facilitators need to collect data on school-age children, 4) PKH Facilitators need to increase supervision of KPM.
