STRATEGI PENINGKATAN LAYANAN AKTIVASI IDENTITAS KEPENDUDUKAN DIGITAL (IKD) MELALUI JEMPUT BOLA DI KELURAHAN KARANGPILANG KOTA SURABAYA
STRATEGY FOR IMPROVING DIGITAL POPULATION IDENTITY (IKD) ACTIVATION SERVICES THROUGH OUTREACH APPROACH IN KARANGPILANG VILLAGE, SURABAYA CITY
Penelitian ini bertujuan untuk menganalisis strategi peningkatan layanan aktivasi Identitas Kependudukan Digital (IKD) melalui pendekatan jemput bola di Kelurahan Karangpilang, Kota Surabaya. Metode penelitian yang digunakan adalah kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa strategi jemput bola efektif dalam meningkatkan partisipasi masyarakat, terutama bagi kelompok rentan seperti lansia dan penyandang disabilitas, dengan capaian aktivasi IKD meningkat signifikan.
Strategi jemput bola dilakukan melalui dua pendekatan utama, yaitu layanan di Balai RW dan metode door-to-door, yang disesuaikan dengan kebutuhan masyarakat. Analisis berdasarkan teori Osborne dan Plastrik mengungkap bahwa faktor kunci keberhasilan meliputi sosialisasi intensif, pendampingan teknis, serta kolaborasi antara petugas kelurahan, Dinas Dukcapil, dan tokoh masyarakat. Namun, tantangan seperti keterbatasan infrastruktur internet dan resistensi teknologi pada kelompok lansia masih perlu diatasi.
Implikasi penelitian ini menekankan pentingnya pendekatan proaktif dan inklusif dalam pelayanan publik berbasis digital. Rekomendasi yang diajukan antara lain optimalisasi sumber daya, peningkatan kapasitas petugas, serta penguatan literasi digital masyarakat. Temuan ini dapat menjadi acuan bagi pemerintah daerah dalam mengembangkan strategi serupa untuk memperluas cakupan aktivasi IKD secara nasional.

This study aims to analyze strategies for improving Digital Population Identity (IKD) activation services through an outreach approach in Karangpilang Village, Surabaya City. Using qualitative methods, data was collected through interviews, observations, and document studies. The findings indicate that the outreach strategy effectively increased community participation, particularly among vulnerable groups such as the elderly and persons with disabilities, resulting in significant improvement in IKD activation rates.
The outreach strategy was implemented through two main approaches: service at neighborhood halls and door-to-door visits, both tailored to community needs. Analysis based on Osborne and Plastrik's theory reveals that key success factors include intensive socialization, technical assistance, and collaboration between village officers, the Population and Civil Registration Office , and community leaders. However, challenges such as limited internet infrastructure and technological resistance among elderly groups remain to be addressed.
The study emphasizes the importance of proactive and inclusive approaches in digital-based public services. Recommendations include resource optimization, capacity building for officers, and enhancement of community digital literacy. These findings can serve as a reference for local governments in developing similar strategies to expand IKD activation coverage nationally.
