Peraturan Menteri Agraria Nomor 6 Tahun 2018 tentang Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan upaya Pemerintah demi mempercepat pendaftaran tanah untuk meminimalisir sengketa tanah. PTSL dilaksanakan dalam satu wilayah Desa/Kelurahan. Salah satu desa yang melaksanakan program PTSL tahun 2019 yaitu Desa Sobontoro Kecamatan Balen Kabupaten Bojonegoro. Penelitian ini bertujuan mendeskripsikan evaluasi program PTSL di Desa Sobontoro. Penelitian ini pendekatan kualitatif dengan metode penelitian deskriptif. Teknik pengumpulan data yang digunakan ialah wawancara mendalam, observasi dan dokumentasi. Fokus penelitian menggunakan enam kriteria evaluasi kebijakan William N. Dunn yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Teknik analisis data yang digunakan menggunakan teori dari Miles and Huberman yaitu pengumpulan data, reduksi data, penyajian data dan menarik kesimpulan. Hasil penelitian Program PTSL di Desa Sobontoro pada indikator efektivitas belum berjalan dengan baik karena kendala ketidaksesuaian data tanah di sertipikat dan pelaksanaan yang terlambat. Efisiensi juga belum optimal, terhambatnya penyerahan sertifikat. Meskipun demikian, Rp 500.000,- dinilai oleh masyarakat sebagai biaya pendaftaran tanah yang terjangkau. Kecukupan, perataan, dan responsivitas program telah berhasil, mendapat respon positif dari warga dan memberikan manfaat. Ketepatan program terlihat dari antusiasme warga dan jumlah pendaftar, pelaksanaannya di tingkat Desa/Kelurahan memungkinkan pelayanan cepat. Manfaatnya beragam, termasuk pengakuan hukum tanah dan dampak ekonomi dan kesejahteraan bagi masyarakat.

The Minister of Agrarian Affairs Regulation Number 6 of 2018 on the Comprehensive Systematic Land Registration (PTSL) Program is a government effort to expedite land registration in order to minimize land disputes. PTSL is implemented within a single village or sub-district area. One of the villages that implemented the PTSL program in 2019 was Sobontoro Village, Balen Sub-district, Bojonegoro Regency. This research aims to describe the evaluation of the PTSL program in Sobontoro Village. The research adopts a qualitative approach with a descriptive research method. Data collection techniques used include in-depth interviews, observations, and documentation. The research focuses on six policy evaluation criteria by William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data analysis techniques used are based on the theory of Miles and Huberman, which includes data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that the PTSL program in Sobontoro Village has not been effective in terms of the indicator of effectiveness due to data inconsistencies in the certificates and delayed implementation. Efficiency has also not been optimal due to delays in certificate distribution. However, the Rp 500,000 registration fee is considered affordable by the community. Adequacy, equity, and responsiveness of the program have been successful, receiving positive responses from residents and providing benefits. The accuracy of the program is evident from the enthusiasm of residents and the number of applicants, and its implementation at the village/sub-district level allows for quick service. The benefits are diverse, including legal land recognition and economic and welfare impacts on the community.
