Factors Causing Cost Overruns on Construction Projects in the City of Surabaya

Proyek konstruksi di kota Surabaya saat ini mengalami pertumbuhan yang cukup signifikan, baik dari segi skala fisik maupun biaya. Namun dalam praktiknya, permasalahan sering ditemui ketika suatu proyek konstruksi mengalami pembengkakan biaya (cost overrun) pada siklus pelaksanaan proyek. Ada beberapa faktor yang mempengaruhi, yakni faktor internal dan faktor eksternal yang berkaitan dengan pekerjaan konstruksi tersebut. Oleh karena itu, tiap faktor perlu dipertimbangkan secara matang atau senantiasa diperhitungkan sejak tahap perkiraan sementara, sampai pembengkakan biaya (cost overrun) dalam proyek konstruksi bisa diantisipasi ataupun dihindari. Untuk mencari jalan keluar dari permasalahan pembengkakan biaya (cost overrun) ini, maka nilai cost overrun dapat diminimalkan pada proyek mendatang. Selanjutnya harus diketahui faktor utama yang menyebabkan pembengkakan biaya yang dianalisis dari setiap tahapan perancangan, pelaksanaan, dan pengawasan biaya dan durasi waktu pengerjaan proyek. Faktor yang memicu adanya pembengkakan biaya (cost overrun) pada proyek konstruksi di kota Surabaya, dari sudut pandang kontraktor pelaksana, meliputi faktor material, tenaga kerja, waktu pengerjaan, dan evaluasi biaya. Di antara faktor-faktor tersebut, evaluasi biaya adalah faktor utama memengaruhi terjadinya cost overrun di kota Surabaya.

The construction projects in the city of Surabaya are currently experiencing significant growth, both in terms of physical scale and costs. However, in practice, problems often arise when a construction project faces cost overruns during its execution phase. Several factors influence this, including internal and external factors related to the construction work itself. Therefore, each factor needs to be carefully considered or consistently accounted for from the preliminary estimation stage, to anticipate or avoid cost overruns in construction projects. To find solutions to the issue of cost overruns, the value of cost overruns can be minimized in future projects. Furthermore, it is important to identify the main factors causing cost overruns, which can be analyzed from each phase of design, execution, and monitoring of costs and project duration. The factors that trigger cost overruns in construction projects in Surabaya, from the contractor's perspective, include materials, labor, project duration, and cost evaluation. Among these factors, cost evaluation is the primary factor influencing the occurrence of cost overruns in Surabaya.
