EVALUATION OF CHILDREN'S DEVELOPMENT PROGRAM WITH SOCIAL
WELFARE PROBLEMS IN THE TECHNICAL IMPLEMENTATION UNIT OF DINAS (UPTD) OF
KAMPUNG ANAK NEGERI THE SOCIAL SERVICE OF SURABAYA
The existence of children with social welfare problems in
this country is a complex problem. The number that increases every year,
deserves serious attention from the government. Therefore, the Surabaya city
government formed the Surabaya City Children's Technical Implementation Unit
(UPTD) which is under the auspices of the Surabaya City Social Service in
charge of providing services and guidance for children with social welfare
problems in the city of Surabaya. This study aims to describe the development
of children with social welfare problems in the UPTD of Surabaya City
Children's Village.
This research is a qualitative research. The subjects of the
study consisted of the Head of UPTD Kampung Anak Negeri Kota Surabaya,
supervisors, assistants, administrative staff, and a number of foster children
UPTD Kampung Anak Negeri Kota Surabaya The technique of collecting data was
conducted by conducting observations, interviews, and documentation. The data
sources used are primary sources and secondary data sources while for data
analysis techniques use data collection, data presentation, data reduction, and
conclusion drawing.
From the
results of the research conducted, it can be concluded, first, the approach
taken in the UPTD of Kampung Anak Negeri Kota Surabaya is through a family
approach. That is, in this approach an officer in the UPTD of the Surabaya City
Children Village behaves that these children have become a family bond that
must be nurtured and guided by all UPTD Surabaya City Children. Second, the
forms of coaching carried out in the UPTD of the Kampung Anak Negeri in
Surabaya include spiritual, disciplinary, physical, social, interest, and
cognitive mentoring. Third, with this formation, it seems that the changes in
their personality are very apparent. This change can be seen from those who
already have the direction and purpose of life, begin to live independently,
live clean, neat, and begin to regulate how to talk. Fourth, the positive
impact received by foster children in the UPTD Kampung Anak Negeri so far is
the emergence of awareness of children in behaviors such as being more
independent and besides that also giving the future equal to other children. So
in general it can be concluded that the implementation of the social welfare
program in the UPTD of the Surabaya City Children's Village has reached the
expected target .
