Penelitian ini bertujuan untuk menganalisis pengaruh budaya birokrasi terhadap kinerja PNS LLDIKTI Wilayah VII; menganalisis pengaruh kepemimpinan etis terhadap kinerja PNS LLDIKTI Wilayah VII; menganalisis pengaruh budaya birokrasi terhadap kinerja PNS LLDIKTI Wilayah VII yang dimoderasi iklim komunikasi; menganalisis pengaruh kepemimpinan etis terhadap kinerja PNS LLDIKTI Wilayah VII yang dimoderasi iklim komunikasi.
Penelitian ini menggunakan pendekatan kuantitatif. Responden dalam penelitian ini adalah 80 pegawai negeri sipil Kantor LLDIKTI Wilayah VII. Data berasal dari kuesioner yang dibagikan kepada responden. Analisis penelitian menggunakan pendekatan (Structural Equation Model) SEM dengan menggunakan model analisis (Partial Least Square) PLS.
Hasil penelitian ini menunjukkan budaya birokrasi berpengaruh signifikan positif terhadap kinerja pegawai LLDIKTI Wilayah VII; kepemimpinan etis berpengaruh signifikan positif terhadap kinerja pegawai LLDIKTI Wilayah VII; iklim komunikasi memoderasi pengaruh budaya birokrasi terhadap kinerja pegawai LLDIKTI Wilayah VII; iklim komunikasi memoderasi pengaruh kepemimpinan etis terhadap kinerja pegawai LLDIKTI Wilayah VII.

This research employs a quantitative approach. The respondents in this study are 80 civil servants from the Regional Higher Education Coordinating Board Office in Region VII. Data were collected through questionnaires distributed to the respondents. The research analysis utilizes the Structural Equation Model (SEM) approach using the Partial Least Square (PLS) analysis model.
The results of this research indicate that bureaucratic culture has a significantly positive influence on the performance of employees in the Regional Higher Education Coordinating Board Region VII; ethical leadership has a significantly positive influence on the performance of employees in Regional Higher Education Coordinating Board Region VII; communication climate moderates the influence of bureaucratic culture on the performance of employees in Regional Higher Education Coordinating Board Region VII; communication climate moderates the influence of ethical leadership on the performance of employees in LLDIKTI Region VII.
