This
study aims to describe the implementation of the 7-Minute Response Time Free
Firefighting Service Program (ROTI 7 LAPIS) at Rayon IV – Wiyung, Surabaya City
Fire and Rescue Department. This program is a public service
innovation based on rapid response time, intended to enhance the effectiveness
and efficiency of fire emergency handling by targeting a maximum arrival time
of seven minutes after a report is received by Command Center 112.
The study
employs a qualitative descriptive method, with data collected through
interviews, observations, and documentation. The policy implementation theory
by Van Meter and Van Horn serves as the analytical framework, encompassing six
main variables: policy standards and objectives, resources, characteristics of
implementing organizations, inter-organizational communication, implementers’
disposition, and the social, economic, and political environment.
The findings
indicate that the implementation of the ROTI 7 LAPIS program at Rayon IV has
been relatively effective. Personnel understand and adhere to operational
standards well and demonstrate a strong commitment to carrying out their
duties. However, limitations in the number of active personnel and suboptimal conditions
of several vehicles hinder consistent achievement of the response time target.
Inter-organizational communication is considered effective, supported by
digital systems such as Command Center
112 and cross-agency coordination platforms. Environmental factors, such as
high residential density and narrow access roads, remain challenges, although
political and social support, as well as community participation, are
relatively strong.
