EVALUASI PROGRAM BIMBINGAN DAN KONSELING DENGAN MODEL CIPP DI SMA NEGERI DAN SMA SWASTA SURABAYA
EVALUATION OF GUIDANCE AND COUNSELING PROGRAMS USING THE CIPP MODEL IN PUBLIC AND PRIVATE SENIOR HIGH SCHOOLS IN SURABAYA
Evaluasi program bimbingan dan konseling sangat penting karena memungkinkan institusi pendidikan untuk menilai bagaimana layanan konseling mempengaruhi kinerja akademik siswa, penghindaran masalah perilaku, dan pengembangan kompetensi sosial dan emosional. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program bimbingan dan konseling pada dua SMA di Surabaya yang mempunyai kurikulum berbeda antara SMA Negeri 3 Surabaya dan SMA Muhammadiyah 10 Surabaya sebagai pendukung siswa dalam menyelesaikan permasalahan dan mengembangkan potensi dalam diri siswa. Model evaluasi yang digunakan adalah model evaluasi CIPP (Context, Input, Process, Product) guna memberikan gambaran objektif tentang pelaksanaan evaluasi program bimbingan dan konseling secara menyeluruh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif komparatif. Sumber data diperoleh dari guru bimbingan dan konseling, guru mata pelajaran/wali kelas, serta siswa SMA Negeri 3 Surabaya dan SMA Muhammadiyah 10 Surabaya dengan menggunakan teknik observasi, teknik wawancara mendalam, studi dokumen dan studi kepustakaan. Hasil penelitian ini menunjukkan bahwa program bimbingan dan konseling masing-masing sekolah dapat dikatakan berhasil dan memberikan dampak nyata yang positif. Namun, terdapat beberapa aspek yang masih harus diperbaiki dan ditingkatkan pada kualitasnya.
The evaluation of guidance and counseling programs is very important because it allows educational institutions to assess how counseling services influence students’ academic performance, the prevention of behavioral problems, and the development of social and emotional competencies. This study aims to evaluate the implementation of guidance and counseling programs in two senior high schools in Surabaya that apply different curricula, namely State Senior High School 3 Surabaya and Muhammadiyah Senior High School 10 Surabaya, as a means of supporting students in resolving problems and developing their individual potential.The evaluation model used in this study is the CIPP (Context, Input, Process, Product) evaluation model, which is intended to provide an objective and comprehensive overview of the implementation of the guidance and counseling program evaluation. This research employs a qualitative approach using a descriptive comparative method. Data sources were obtained from guidance and counseling teachers, subject teachers/homeroom teachers, and students of State Senior High School 3 Surabaya and Muhammadiyah Senior High School 10 Surabaya through observation, in-depth interviews, document analysis, and literature studies. The results of the study indicate that the guidance and counseling programs in each school can be considered successful and have provided tangible positive impacts. However, several aspects still need to be improved and enhanced in terms of quality.
