Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan pendidikan inklusif di Kabupaten Magetan yang meliputi 1) mendeskripsikan implementasi Perbup Magetan nomor 35 tahun 2014 di SMP inklusif Kabupaten Magetan; 2) mendeskripsikan hambatan implementasi Perbup Magetan nomor 35 tahun 2014 di SMP inklusif Kabupaten Magetan dan 3) mendeskripsikan solusi yang dilakukan dalam mendukung implementasi Perbup Magetan nomor 35 tahun 2014 di SMP inklusif Kabupaten Magetan.
Desain penelitian ini adalah penelitian deskriptif kualitatif untuk mendikripsikan implementasi pendidikan inklusif di Kabupaten Magetan. Subjek pada penelitian ini yaitu SMPN 1 Sidorejo Magetan dan SMPN 4 Magetan, dengan meneliti implementasi pendidikan inklusif di SMP inklusif tersebut. Metode atau teknik yang digunakan dalam penelitian ini antara lain wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan interactive model (Miles & Hubarman) yang dilakukan melalui 3 tahapan, yaitu (1) Reduksi data, (2) Display data atau penyajian data, (3) Penarikan kesimpulan atau verifikasi data.

This research had purpose to describe the analysis of inclusive education policy wholly in Magetan regency including 1) to describe the implementation of Perbub Magetan number 35, 2014 in inclusive Junior High School Magetan Regency; 2) to describe the implementation obstruction of Perbup Magetan number 35, 2014 in inclusive Junior High School Magetan Regency, and 3) to describe the solution done in supporting the implementation of Perbup Magetan number 35, 2014 in inclusive Junior High School Magetan Regency.
This research design was descriptive qualitative to describe the inclusive education implementation in Magetan regency. The Subjects of this research were SMPN 1 Sidorejo Magetan and SMPN 4 Magetan by observing the inclusive education implementation in that inclusive Junior High School. The methods or techniques used in this research were interview, observation, and documentation. This research used content analysis which was done through three steps those were (1) reduction data, (2) display data or presenting data, (3) taking conclusion or verification data.
This research result indicated that the inclusive education implementation of Perbup Magetan 35, 2014 was done with the purpose to give opportunity to special need children to obtain education in regular class. There were several obstructions appearing to the implementation activities regarding with learners, educators, curriculum, medium and infrastructure, and funding. In spite of this, the local government as the main implementer of inclusion education did a number of efforts to minimize the obstructions happened by implementing several activities supporting the teacher’s competency in handling the special need children.
