ELECTRONIC TRAFFIC LAW ENFORCEMENT (E-TLE) PROGRAM IMPLEMENTATION IN THE CITY
SURABAYA
Untuk meningkatkan pelayanan berbasis elektronik Polri telah mengembangkan Electronic Traffic Law Enforcement (ETLE). ETLE merupakan digitalisasi proses tilang dengan memanfaatkan teknologi berupa closed-circuit television (CCTV) dan automatic number plate recognition (ANPR). sistem ini dapat mempercepat proses tilang mulai dari Kepolisian hingga Pengadilan. Pada tahun 2020 Surabaya menjadi salah satu kota yang menjadi daerah awal implementasi program ETLE. Penelitian ini bertujuan untuk mendeskripsikan implementasi program Electronic Traffic Law Enforcement (ETLE) di kota Surabaya. Fokus penelitian mencakup enam variable implementasi yaitu 1) Standar dan tujuan kebijakan; 2) Sumber daya; 3) Komunikasi antar organisasi dan aktivitas; 4) Karakteristik agen pelaksana; 5) Kondisi sosial politik dan ekonomi; 6) Disposisi sikap dari para pelaksana. Penelitian ini menggunakan metode deskriptif kualitatif, dimana subjek penelitian dipilih secara pusposive, dan teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Sumber data melibatkan pihak kepolisian dan anggota masyarakat. Analisa data menggunakan model interaktif. Hasil penelitian ini menunjukan bagaimana bentuk implementasi program ETLE terlaksana di kota Surabaya sesuai dengan tolok ukur dari program ETLE. Sebagaimana sejumlah variable telah terlaksana dengan baik,namun tantangan muncul dari aspek lingkungan dan sosial ekonomi masyarakat. Kondisi ekonomi masyarakat yang bervariasi menyebabkan masyarakat ekonomi menengah kebawah keberatan jika harus membayar denda pelanggaran (denda tilang) maksimal. Dari segi sumber daya, agen pelaksana sudah dan terus melaksanakan tugas sesuai dengan SOP pelaksanaan ETLE di Indonesia. Harapannya Kepolisian dan Pemkot Surabaya dapat segera menambah kamera CCTV ETLE untuk wilayah yang belum terpasang sehingga dapat mengubah seluruhnya sistem tilang konvensional dan menggantinya dengan sistem ETLE. To improve electronic-based services, Polri has developed Electronic Traffic Law Enforcement (ETLE). ETLE is digitizing the ticketing process by utilizing technology in the form of closed-circuit television (CCTV) and automatic number plate recognition (ANPR). This system can speed up the ticket process from the Police to the Court. In 2020 Surabaya will be one of the cities where the ETLE program will be implemented. This study aims to describe the implementation of the Electronic Traffic Law Enforcement (ETLE) program in the city of Surabaya. The research focus includes six implementation variables, namely 1) Standards and policy objectives; 2) Resources; 3) Communication between organizations and activities; 4) Characteristics of implementing agents; 5) Socio-political and economic conditions; 6) Disposition attitude of the executors. This study used a qualitative descriptive method, where research subjects were selected purposively, and data collection techniques used interviews, observation and documentation. Data sources involve the police and community members. Data analysis using an interactive model. The results of this study show how the implementation of the ETLE program in the city of Surabaya is in accordance with the benchmarks of the ETLE program. As a number of variables have been implemented well, challenges arise from environmental and socioeconomic aspects of the community. The varying economic conditions of the community have caused the middle and lower class people to object if they have to pay the maximum fine for violations (ticket fines). In terms of resources, implementing agencies have and continue to carry out their duties in accordance with the SOPs for implementing ETLE in Indonesia. It is hoped that the Surabaya Police and City Government can immediately add ETLE CCTV cameras for areas that have not been installed so that they can completely change the conventional ticket system and replace it with the ETLE system.
