Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan penataan guru mata pelajaran Matematika SMA Negeri di Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subjek penelitian ini yakni Kepala Bidang Pembinaan Guru dan Tenaga Kependidikan, Kepala Seksi Pembinaan Guru dan Tenaga Kependidikan dan Staf Bidang Pembinaan Guru dan Tenaga Kependidikan. Teknik pengumpulan data menggunakan wawancara dan studi dokumentasi.
Hasil penelitian ini menunjukkan bahwa, (1) Ketersediaan guru SMA Negeri di Provinsi Jawa Timur sudah dalam kategori tercukupi namun untuk perhitungan kebutuhan guru menunjukkan bahwa pada guru mata pelajaran matematika SMA Negeri di Provinsi Jawa Timur masih mengalami kekurangan guru. Penyebab tidak meratanya guru di Provinsi Jawa Timur dikarenakan pengelolaan tenaga pendidik yang kurang maksimal, sehingga pada tahun 2107 tenaga pendidik untuk jenjang SMA, SMK dan PKLK dikelola langsung oleh Dinas Pendidikan Provinsi Jawa Timur. Upaya yang dilakukan Dinas Pendidikan Provinsi Jawa Timur dalam mengatasi permasalahan penataan guru yaitu dengan melakukan mutasi baik dalam lingkup cabang dinas maupun antar cabang dinas (2) Pelaksaaan penataan guru melalui 3 tahapan, diantaranya perencanaan, pengadaan dan perpindahan atau mutasi. Pihak yang ikut berkontribusi dalam pelaksanaan penataan guru adalah sekolah, Dinas Pendidikan Kabupaten/kota dan Dinas Pendidikan Provinsi Jawa Timur, dan proses penataan guru untuk tiap jenjang sama.

The purpose of this study was to describe and analyze the implementation of the arrangement of Mathematics subject teachers in State High Schools in East Java Province. This study used a qualitative approach with a case study method. The subjects of this study were the Head of the Development of Teachers and Education Personnel, the Head of the Section for Guidance of Teachers and Education Personnel and Staff in the Field of Teacher and Education Personnel Development. The technique of collecting data used interviews and documentation studies.
The results of this study showed that, (1) the availability of high school teachers in East Java province was already in the category of sufficient but for the calculation of the needs of teachers showed that the teacher in the state High school mathematics in East Java province still experienced a shortage of teachers. The cause of the lack of reality teachers in East Java province due to the management of the educators who were less than the maximum, so that in 2107 educators for high School, SMK and PKLK were managed directly by the provincial education office of East Java. Efforts undertaken by the East Java Provincial Education office in overcoming the problem of the arrangement of teachers was to conduct a mutation both in the scope of Office and Inter-branch Office, (2) The implementation of teacher arrangement through 3 stages, including planning, procurement and transfer or mutation. Parties involved to the implementation of the teacher's arrangement were the school, the District Education districts/city and the Department of Education of East Java, and the arrangement of teachers to each level was the same.
