Penelitian ini dilatarbelakangi pembelajaran Bahasa Indonesia pada materi mendongeng masih berpusat pada guru, keterampilan berbicara masih kurang, dan minim menggunakan media. Adapun tujuan penelitian yaitu menghasilkan media yang valid, praktis, dan efektif untuk meningkatkan keterampilan mendongeng siswa melalui penggunaan boneka tangan berbasis kearifan lokal Legenda Surabaya.
Desain penelitian dan pengembangan yang dipilih dalam penelitian ini menggunakan model ADDIE (Analysis, Design, Development, Implementation, Evaluation). Subjek penelitian pengembangan ini adalah siswa kelas VI A dan VI B SDN Ploso V/176 Surabaya pada semester ganjil tahun Pelajaran 2025/2026. Teknik pengumpulan data menggunakan angket, observasi, dan tes dengan instrumen berupa lembar validasi ahli materi, media, bahasa, angket respon guru dan siswa serta tes keterampilan mendongeng. Teknik analisis data menggunakan kuantitatif dan kualitatif.
Hasil validasi dari ahli materi,media, dan bahasa menunjukkan media sangat valid dengan skor rata-rata 92,91%,. Media juga dikatakan praktis dengan hasil 93,02% dari angket respon guru dan siswa. Selain itu, media efektif meningkatkan keterampilan mendongeng siswa, terlihat pada uji coba skala kecil nilai rata-rata pretes 65,00 postest 86,25. Pada uji skala besar nilai rata-rata pretes 64,83 postest 88,17. Selanjutnya data di uji normalitasnya diperoleh hasil pada skala kecil pretes 0,169 postes 0,098, uji normalitas skala besar pretes 0,069 postes 0,654 sehingga dapat dikatakan semua data yang diperoleh normal. Pengujian efektivitas pada uji skala kecil dan skala besar hasil uji T sebesar 0,001 yang artinya efektif. N Gain skor pada uji skala kecil hasilnya sebesar 0,61 N Gain persen 61,25%, Sedangkan N Gain skor pada uji skala besar 0,67 N Gain persen 67,20%. Hal ini menunjukkan bahwa untuk uji N Gain media berada ditingkat sedang hingga tinggi.
Simpulan penelitian menunjukkan bahwa media pembelajaran boneka tangan berbasis kearifan lokal Legenda Surabaya dinyatakan valid, praktis, dan efektif dalam meningkatkan keterampilan mendongeng siswa.. Disarankan agar peneliti lain yang tertarik dengan penelitian serupa memanfaatkan penelitian ini sebagai sumber referensi.

This research is motivated by the fact that Indonesian language learning in storytelling material is still teacher-centred, speaking skills are still lacking, and minimal use of media. The aim of the research is to produce valid, practical and effective media to improve students' storytelling skills through the use of hand puppets based on the local wisdom of the Legend of Surabaya.
The research and development design chosen in this research uses the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model. The subjects of this development research were students in classes VI A and VI B at SDN Ploso V/176 Surabaya in the odd semester of the 2025/2026 academic year. Data collection techniques use questionnaires, observations and tests with instruments in the form of material, media, language expert validation sheets, teacher and student response questionnaires and storytelling skills tests. Data analysis techniques use quantitative and qualitative.
Validation results from material, media and language experts show that the media is very valid with an average score of 92.91%. The media is also said to be practical with results of 93.02% of the teacher and student response questionnaires. Apart from that, the media is effective in improving students' storytelling skills, as seen in small-scale trials, the average pre-test score was 65.00, post-test 86.25. In the large scale test, the average pretest score was 64.83, posttest 88.17. Furthermore, the data were tested for normality, the results obtained on a small scale pretest were 0.169, posttest 0.098, large scale normality tests, pretest 0.069, posttest 0.654, so it could be said that all the data obtained were normal. Effectiveness testing in small scale and large scale tests resulted in a T test of 0.001, which means it is effective. The N Gain score on the small scale test was 0.61 N Gain percent 61.25%, while the N Gain score on the large scale test was 0.67 N Gain percent 67.20%. This shows that for the N Media Gain test it is at a medium to high level.
The conclusion of the research shows that the hand puppet learning media based on the local wisdom of the Legend of Surabaya is declared valid, practical and effective in improving students' storytelling skills. It is recommended that other researchers who are interested in similar research use this research as a reference source.
