Besarnya kewenangan desa paska terbitnya Undang-Undang Nomor 6 Tahun 2014 tenttang Desa harus didukung dengan adanya perangkat desa yang kompeten. Selah satu cara untuk mendapatkan perangkat desa yang kompeten adalah pelaksanan pengisian perangkat desa yang bersih dan transparan. Namun dalam kenyataannya, banyak pengisian perangkat desa yang berakhir dengan gejolak sosial seperti unjuk rasa untuk menolak perangkat desa terpilih. Selain gejolak sosial beberapa pengisian perangkat desa juga berbuntut pada permasalahan hukum sehingga harus diselesaikan di Pengadilan Tata Usaha Negara. Berbagai gejolak tersebut muncul karena proses pengisian perangkat desa dianggap tidak transparan. Hal bebeda terjadi pada pengisian perangkat di Desa Bulu yang tidak ada gejolak sosial maupun hukum. Beberapa pihak menganggap pengisian tersebut berjalan dengan transparan, namun ternyata masih ada pihak yang meragukan transparansinya. Penelitian ini bertujuan untuk menggambarkan bagaimana penerapan transparansi dalam pengisian perangkat Desa Bulu Kecamatan Sugihwaras Kabupaten Bojonegoro. Jenis penelitian ini adalah penelitian deskriptif kualitatif dengan metode pengumpulan data melalui wawancara dan dokumentasi. Untuk analisis data digunakan metode reduksi data, penyajian data, dan kesimpulan. Fokus utama penelitian ini adalah membandingkan proses pengisian perangkat desa dengan indikator transparansi Kristianten (2006) yaitu (1) Kesediaan dan aksesibilitas dokumen; (2) Kejelasan dan kelengkapan informasi; (3) Keterbukaan proses; dan (4) Kerangka regulasi yang menjamin transparansi. Hasil penelitian menunjukkan bahwa pengisian perangkat Desa Bulu telah memenuhi indikator transparansi tersebut namun masih ada kekurangan pada indikator keterbukaan proses. Hal tersebut terjadi karena dalam tahapan penyusunan, penggandaan, dan distribusi soal ujian hanya melibatkan satu pihak tanpa melibatkan pihak lain yang berkepentingan.

The increasing authority of villages following the issuance of Law No. 6/2014 on Villages must be supported by competent village officials. One way to obtain competent village officials is to conduct a clean and transparent village official recruitment process. However, in reality, many village officials have ended up in social turmoil, such as demonstrations to reject elected village officials. In addition to social turmoil, some of the filling of village officials also led to legal problems that had to be resolved in the State Administrative Court. These upheavals occurred because the process of recruitment of village officials was not transparently considered. This was not the case in Bulu Village, where there was no social or legal turmoil. Some people considered the recruitment process to be transparent, but there were still those who doubted its transparency. This study aims to describe how the application of the principle of transparency in the recruitment of village officials in Bulu Village, Sugihwaras Sub-district, Bojonegoro Regency. This type of research is descriptive qualitative research with data collection methods by interviews and documentation. For data analysis, the methods of reduction, presentation, and conclusion were used. The main focus of this research is to compare the process of recruitment of village officials with Kristianten's (2006) transparency indicators, namely (1) availability and accessibility of documents; (2) clarity and completeness of information; (3) openness of the process; and (4) regulatory framework that ensures transparency. The results showed that the recruitment of Bulu Village officials had fulfilled these transparency indicators, but there were still shortcomings in the openness of the process indicator. This occurred because the stages of preparation, duplication, and distribution of test papers only involved one party without involving other interested parties.
