IMPLEMENTASI PROGRAM LITERASI SEBAGAI UPAYA MENUMBUHKAN MINAT BACA PESERTA DIDIK KEJAR PAKET A DI SKB KOTA MALANG
LITERACY PROGRAM IMPLEMENTATION AS AN EFFORT TO GROWING STUDENTS' INTEREST IN READING PURSUES PACKAGE A IN SKB MALANG CITY
Lembaga Pendidikan Non Formal yang baru menggalakkan kembali pelaksanaan program literasi adalah SKB Kota Malang. Dengan mendukung program literasi tersebut, SKB Kota Malang menyediakan sarana Pojok Siwajar (Literasi Warga Belajar). Namun, peserta didik kejar paket A memiliki minat baca yang rendah. Hal tersebut, peneliti ingin meneliti implementasi program literasi sebagai upaya menumbuhkan minat baca peserta didik kejar paket A di SKB Kota Malang. Penelitian ini bertujuan untuk mengetahui implementasi program literasi sebagai upaya menumbuhkan minat baca peserta didik kejar paket A, mengkaji faktor pendukung dan faktor penghambat dalam implementasi program literasi sebagai upaya menumbuhkan minat baca peserta didik kejar paket A.
Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Subyek penelitian terdiri dari kepala SKB, pamong belajar, tutor, dan peserta didik kejar paket A di SKB Kota Malang. Teknik pengumpulan data yang digunakan adalah wawancara mendalam, observasi partisipan, dan dokumentasi. Teknik analisis data yang digunakan adalah kondensasi data, display data, verifikasi dan simpulan. Sedangkan uji keabsahan data, peneliti menggunakan kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas.
Hasil Penelitian ini menunjukkan bahwa implementasi program literasi didukung oleh a). Komunikasi dilakukan secara internal dan disosialisasikan kepada para agen pelaksana melalui rapat kerja; b). Sumber daya yang mendukung kegiatan ini, antara lain keterlibatan seluruh warga sanggar kegiatan belajar, adanya dana khusus dari BOP (Bantuan Operasional Penyelenggara), serta lembaga mengalokasikan waktu khusus untuk kegiatan literasi; c). Disposisi, pemilihan tutor yang tidak memiliki latar belakang pustakawan; d). Struktur birokrasi, membentuk susunan panitia satgas literasi serta program yang sudah disepakati mendapatkan arahan sesuai dengan SOP (Standard Operasional Procedure). Adapun faktor pendukung implementasi program literasi yaitu dukungan lembaga dan ketersediaan sarana yang memadai. Faktor penghambat implementasi program literasi adalah belum diadakan sosialisasi kepada orang tua.

The non-formal educational institution that has recently re-promoted the implementation of the literacy program is the SKB Malang City. By supporting the literacy program, SKB Malang City provides Siwajar Corner (Learning Citizen Literacy) facilities. However, students pursuing package A have low interest in reading. With this in mind, the researcher wants to examine the implementation of the literacy program as an effort to foster interest in reading for students pursuing package A at SKB Malang City. This study aims to determine the implementation of the literacy program as an effort to foster interest in reading in students pursuing package A, to examine the supporting factors and inhibiting factors in the implementation of the literacy program as an effort to foster interest in reading in students pursuing package A.
This study used a qualitative approach with a descriptive research type. The research subjects consisted of the head of the SKB, tutors, tutors, and students pursuing package A at the SKB Malang City. Data collection techniques used were in-depth interviews, participant observation, and documentation. The data analysis technique used is data condensation, data display, verification and conclusion. While testing the validity of the data, researchers used credibility, transferability, dependability, and confirmability.
The results of this study indicate that the implementation of the literacy program is supported by a). Communication is carried out internally and disseminated to implementing agents through work meetings; b). Resources that support this activity include the involvement of all members of the learning activity studio, the existence of special funds from BOP (Operating Operational Assistance), as well as the institution allocating special time for literacy activities; c). Disposition, selection of tutors who do not have a librarian background; d). The bureaucratic structure forms the composition of the literacy task force committee and the programs that have been agreed to receive directions in accordance with the SOP (Standard Operational Procedure). The supporting factors for the implementation of the literacy program are institutional support and the availability of adequate facilities.
