PARENTS' MOTIVATIONS FOR SCHOOLING CHILDREN
OUTSIDE THE ZONATION IN THE CITY OF SURABAYA

Abstrak

                Penelitian ini bertujuan untuk mengidentiikasi dan mendeskipsikan tentang motif orangtua menyekolahkan anaknya diluar Zonasi di Kota Suabaya. Penerapan sistem zonasi pada kebijakan PPDB tidak sesuai dengan harapan wali murid. Karena calon peserta didik baru merasa yang memiliki semangat tinggi dalam belajar, memperoleh nilai UN bagus tidak bisa sekolah di sekolah negeri sesuai dengan cita-cita dan harapan dari mereka. Peneliti mendeskripsikan tentang because motive dan in order to motive orangtua menyekolahkan anaknya di luar zonasi di Kota Surabaya. Peneliti menggunakan metode kualitatif dengan  pendekatan fenomenologi Alfred Schutz meliputi motif Because Motive diantaranya kualitas lingkungan sekolah, factor orangtua dan ketersediaan bangku kosong. Sedangkan Motif In Order motive diantaranya harapan diterima di PTN yang  berkualitas dan dapat mengawasi anaknya lebih maksimal. Sehingga saran yang dapat peneliti berikan pemerintah diharapkan adanya peninjauan ulang system zonasi yang dapat menekan stigma negative di masyarakat.

Abstract

This study aims to identy and descripssion about the  motives of parents sending their children outside the zoning in the city of Surabaya. The application of the zoning system to the PPDB policy is not in line with the expectations of the guardians of students because prospective participants New students feel that those who have high enthusiasm for learning, get good National Examination scores, cannot study in public schools in accordance with their ideals and expectations. The aim of the researcher is to describe the because motive and in order to motive parents send their children to school outside the zoning in the city of Surabaya. The researcher uses a qualitative method using Alfred Schutz's phenomenological approach including the Because Motive motif including the quality of the school environment, parental factors and the availability of empty seats, while the In Order motive includes the hope of being accepted in a quality PTN and can supervise their children more optimally. So that the suggestions that researchers can give the government are expected to be a review of the zoning system that can suppress negative stigma in society.
