Access
to clean water is a fundamental need that is crucial for the well-being of
communities. However, in several rural areas such as Sumberjokidul Village,
Sukosewu District, Bojonegoro Regency, clean water crises during the dry season
remain a major issue affecting the quality of life. This study aims to describe
the role of the village government in addressing the clean water crisis and
analyze the factors that influence the optimization of that role. The research
employs a descriptive qualitative approach with data collection techniques
including interviews, observation, and documentation. The theoretical framework
used is Ryaas Rasyid’s theory of government roles, which divides the roles into
three categories: regulator, dynamizer, and facilitator.
The
research findings reveal that the role of the village government as a
regulator is not yet optimal, as evidenced by the absence of a specific
Village Regulation on clean water management, limited dissemination of Regional
Regulation No. 5 of 2021 and Law No. 17 of 2019, and the lack of a dedicated
budget allocation in the Village Budget which hinders the sustainability of
regulations and supervision. As a dynamist , the village government has
been less active in following up on the results of the Village Development
Planning Meeting and has not systematically implemented educational programs or
community involvement; the potential of the youth organization has also not
been fully utilized. In the role of facilitator , although infrastructure
such as water tanks and bore wells are available, the water distribution system
is not well organized, maintenance budgets are limited, and technical issues
like pipe leakage and unstable electrical voltage have not been adequately
addressed. The recommendations of this study are as follows: (1) As a
Regulator : The village government should draft a Village Regulation on
clean water management that includes clear provisions on budgeting and
supervision mechanisms, and allocate a dedicated budget in the APBDes to
support program sustainability. (2) As a Dynamist : The village
government is advised to initiate systematic educational and community
involvement programs, maximize the role of Karang Taruna, and facilitate
regular deliberation forums to increase residents’ participation and awareness
in clean water management. (3) As a Facilitator : The village government
should allocate a specific budget in the APBDes for the maintenance and
development of clean water infrastructure, involve residents in routine
maintenance, and establish partnerships with external parties such as donor
agencies or universities for technical solutions and funding.
