Peningkatan mutu pelaksanaan pembelajaran dilakukan dengan berbagai strategi, salah satu diantaranya melalui penerapan pendekatan pendidikan dan pelatihan berbasis kompetensi (Competency based education and Training). Pembelajaran menggunakan modul merupakan pendekatan pembelajaran mandiri yang berfokus pada penguasaan kompetensi dari bahan kajian yang dipelajari mahasiswa dengan waktu tertentu sesuai potensi dan kondisi. Tujuan penelitian ini yaitu untuk menghasilkan modul pembelajaran, kelayakan pengembangan modul dan mengetahui tingkat ketercapaian pendapat mahasiswa sebagai pedoman Praktik Kelistrikan Otomotif pada Studi S1 Pendidikan Teknik Mesin Otomotif di Jurusan Teknik Mesin Fakultas Teknik Universitas Negeri Surabaya.
Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian Research and Development (Penelitian dan Pengembangan). Pengembangan modul mengacu pada model pengembangan Dick and Carey. Sasaran penelitian yaitu mahasiswa S1 Pendidikan Teknik Mesin Konsentrasi Otomotif. Teknik pengumpulan data dilakukan menggunakan angket yang terdiri dari lembar validasi dosen ahli, angket mahasiswa dan hasil Pre-Test dan Post-Test mahasiswa.
Hasil dari penelitian ini yaitu menghasilkan modul yang berjudul “Modul Pembelajaran Sistem Kelistrikan Bahan Bakar Trainer Engine Stand Daihatsu dengan Sistem EFI” melalui 10 langkah prosedural Dick and Carey. Adapun validitas Modul Sistem Kelistrikan Bahan Bakar pada Trainer Engine Stand Daihatsu Taruna dengan Sistem EFI mendapatkan persentase 86,7% termasuk dalam kategori sangat layak. Hasil validasi ahli materi mendapatkan persentase sebesar 77% termasuk dalam kategori layak. Sedangkan hasil validasi ahli desain persentase sebesar 90% termasuk dalam kategori sangat layak. Kemudian hasil validasi bahasa sebesar persentase 93% termasuk dalam kategori sangat layak. Respon mahasiswa terhadap penggunaan modul dari aspek penyajian materi, kebahasaan, kegrafikan dan manfaat sebesar 4,5 termasuk dalam kategori sangat baik. Penggunaan modul hasil uji coba Pre-Test dan Post-Test oleh mahasiswa terjadi peningkatan sebesar 38%. Oleh karena itu, dapat disimpulkan bahwa Modul Sistem Kelistrikan Bahan Bakar pada Trainer Engine Stand Daihatsu Taruna dengan Sistem EFI dapat menjadi bahan ajar pada mata kuliah praktik kelistrikan otomotif.

Improving the quality of the implementation of learning is carried out by various strategies, one of which is through the application of a competency based education and training approach. Learning using the module is an independent learning approach that focuses on mastering the competencies of the study material that students learn at a certain time according to their potential and conditions. The purpose of this study is to produce learning modules, the feasibility of developing modules and to determine the level of achievement of student opinions as a guide for Automotive Electrical Practice in the S1 Study of Automotive Mechanical Engineering Education at the Department of Mechanical Engineering, Faculty of Engineering, State University of Surabaya.
The type of research used in this research is Research and Development research. Module development refers to the Dick and Carey development model. The target of the research is S1 students of Mechanical Engineering Education with Automotive Concentration. Data collection techniques were carried out using a questionnaire consisting of expert lecturer validation sheets, student questionnaires and student Pre-Test and Post-Test results.
The result of this research is to produce a module entitled "Learning Module for Daihatsu Engine Stand Fuel Electrical System Trainer with EFI System" through 10 procedural steps of Dick and Carey. As for the validity of the Fuel Electrical System Module on the Daihatsu Taruna Trainer Engine Stand with the EFI System, the percentage of 86.7% is included in the very feasible category. The results of material expert validation get a percentage of 77% included in the feasible category. While the results of the validation of design experts, the percentage of 90% is included in the very feasible category. Then the results of language validation by a percentage of 93% are included in the very feasible category. Student responses to the use of modules from aspects of material presentation, language, graphics and benefits of 4.5 are included in the very good category. The use of the Pre-Test and Post-Test test modules by students increased by 38%. Therefore, it can be concluded that the Fuel Electrical System Module on the Daihatsu Taruna Trainer Engine Stand with the EFI System can be used as teaching material in automotive electrical practice courses.
