Program Studi S-2 Managemen Pendidikan, Fakultas Ilmu Pendidikan, Universitas Negeri Surabaya, Pembimbing: Dr. Amrozi Khamidi, S.Pd., M.Pd dan Dr. Karwanto, M.Pd.

Rossa Triyantara, Dendy. 2026. Student ID 25010845031. Evaluation of Project-Based Entrepreneurship Education Program Using the CIPP Model in Two Elementary Schools in Surabaya City. Final Project. Master's Program in Educational Management, Faculty of Education, Universitas Negeri Surabaya. Supervisors: Dr. Amrozi Khamidi, S.Pd., M.Pd. and Dr. Karwanto, M.Pd.
This study is motivated by the urgency of strengthening entrepreneurship education at the elementary school level as a preventive measure to address the high rate of educated unemployment in Indonesia. Although the Merdeka Curriculum has integrated entrepreneurship themes through the Projek Penguatan Profil Pelajar Pancasila (P5), its implementation in practice remains varied and has not been comprehensively evaluated. This study aims to evaluate the project-based entrepreneurship education programs implemented at Ciputra Elementary School and Citra Berkat Elementary School in Surabaya using the Context, Input, Process, Product (CIPP) evaluation model. The four evaluation components are examined comprehensively, including the alignment of the program context with school needs and vision, the readiness of human resources and supporting facilities, the quality of the project-based learning implementation process, and the achievement of students’ entrepreneurial competencies as the final product of the program. This research employs a mixed-methods approach, utilizing questionnaires, in-depth interviews, observations, document analysis, and project portfolio assessments as data collection instruments. The research participants include students in Grades IV to VI, supervising teachers, school principals, and parents. The findings are expected to systematically identify the strengths and weaknesses of the program, generate strategic recommendations for more effective and sustainable program development, and position both schools as benchmarks of best practices in entrepreneurship education at the elementary school level in Indonesia. Theoretically, this study contributes to the limited body of literature on the evaluation of project-based entrepreneurship education programs in primary education, both nationally and internationally.
