Surabaya City, as the second largest
metropolitan city in Indonesia, is a metropolitan city that has various complex
problems. Creating good public services in accordance with the principles of
good governance is a challenge that must be faced by the Surabaya City
Government in order to provide excellent service to its citizens. Establishing
a clean, dynamic and agile digital-based bureaucratic transformation to improve
the quality of public services and support the city's goals, namely increasing
accountability in the implementation of regional government. The city's goals
are also the goals of Bappedalitbang. In carrying out its functions,
Bappedalitbang requires human resources with good performance. This study aims
to determine the effect of competence and career development on employee
performance mediated by innovative work behavior. The study was conducted on 80
Bappedalitbang employees consisting of civil servant, PPPK, Regional Contract
Workers, and Regional Honorary Workers. The analysis was carried out using
Structural Equation Modeling Partial Least Square (SEM-PLS). The results of the
analysis show that competence and career development have a positive and
significant effect on innovative work behavior. Competence and career
development do not directly affect employee performance, but can have a
significant effect mediated by innovative work behavior. That is, through good
career development (such as relevant training, challenging project assignments,
or merit-based promotions), individuals may feel more motivated and empowered
to demonstrate higher levels of innovative work behavior. This innovative
behavior may then improve work quality, efficiency, or the ability to create
added value for the organization.
