IMPLEMENTATION OF JADEK PROGRAM (JAUH JADI DEKAT) IN THE MANUFACTURE OF e-KTP IN MANDIREJO VILLAGE MERAKURAK TUBAN REGENCY
Program Jadek (Jauh Jadi Dekat) merupakan program pelayanan administrasi kependudukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tuban yang bertujuan mendekatkan pelayanan terhadap masyarakat melalui cara online yaitu verifikasi, entri dan scan berkas hanya melalui Desa. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi program Jadek sebagai akses pelayanan administrasi kependudukan dalam penerbitan e-KTP pada Dinas Kependudukan dan Pencatatan Sipil salah satunya di Desa Mandirejo. Jenis penelitian yaitu deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi dengan teknik purposive sampling. Subyek penelitian yaitu Kepala Bidang Pelayanan Pendaftaran Penduduk, Kepala Seksi Sistem Informasi Administrasi Kependudukan, Kepala Seksi Pemanfaatan Data dan Inovasi Pelayanan, Sekretaris Desa Mandirejo, Operator Program Jadek Desa Mandirejo serta masyarakat yang telah menggunakan program Jadek. Sumber data menggunakan data primer dan data sekunder. Teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dalam indikator komunikasi masih belum terlaksana dengan baik karena masih kurangnya sosialiasi. Indikator sumber daya masih belum terpenuhi karena kurangnya jumlah staff dan sarana prasarana kurang memadai. Indikator disposisi telah terlaksana dengan baik karena pelaksana program telah melaksanakan sesuai dengan tugas pokok dan fungsinya. Indikator struktur birokrasi tidak berjalan dengan baik dikarenakan pada aspek fragmentasi terdapat pembagian tanggung jawab pelaksanaan tugas masih dilaksanakan secara tumpang tindih.

Abstract
Jadek Program (Jauh Jadi Dekat) is a population administration service program of the Population and Civil Registry Office of Tuban Regency that aims to bring services closer to the community through online means of verification, entry and file scan only through the Village. This research aims to find out and analyze the implementation of jadek program as access to population administration services in the issuance of e-KTP at the Office of Population and Civil Registration, one of which is in Mandirejo Village. This type of research is descriptive with a qualitative approach. Data collection techniques are interviews, observations and documentation with purposive sampling techniques. The subjects of the study were the Head of Population Registration Services, Head of Population Administration Information System Section, Head of Data Utilization and Service Innovation Section, Secretary of Mandirejo Village, Mandirejo Village Jadek Program Operator and people who have used Jadek program. Data sources use primary data and secondary data. Data analysis techniques are data reduction, data presentation, and conclusion withdrawal. The results showed that in communication indicators still not implemented properly because there is still a lack of socialization. Resource indicators are still not met due to lack of staff and inadequate infrastructure facility. The disposition indicator has been carried out properly because the program implementer has carried out on accordance with the main tasks and functions. Indicators of bureaucratic structure have not worked well because in the fragmentation aspect there is a spread of responsibility for the implementation of tasks that are still carried out overlappingly.
