ABSTRAK

Korupsi di Indonesia merupakan suatu permasalahan yang belum teratasi dengan baik. Korupsi dapat  terjadi dalam setiap tingkatan pemerintah, mulai dari tingkat desa hingga pusat. Tujuan dari penelitian ini adalah Untuk menganalisis peran tokoh masyarakat dalam mengungkap kasus korupsi terhadap dana tanah kas desa (TKD). Penelitian ini menggunakan pendekatan kualitatif deskriptif metode studi kasus untuk mencari dan menemukan pengertian atau pemahaman tentang fenomena dalam suatu latar yang berkonteks khusus. Teknik pengumpulan data yang digunakan adalah wawancara mendalam. Teknik analisis data yang digunakan dalam penelitian ini adalah mengolah data, mereduksi data, menyajikan data dari Emzir. Adapun teori yang digunakan dalam penelitian ini yaitu teori Teori peran (Role Theory) Biddle dan Thomas

Berdasarkan hasil pembahasan dan analisis dalam penelitian, menunjukkan bahwa untuk mengungkapkan kasus korupsi dalam suatu lembaga pemerintahan dibutuhkan kerja sama yang baik antar warga masyarakat secara umum. Antara pihak-pihak yang terlibat harus melaksanakan peran dan fungsinya sesuai dengan kedudukan masing-masing dalam masyarakat. Sebagai tokoh masyarakat harus mampu memberikan gambaran dan arahan terhadap warga masyarakatnya. Serta menunjukkan perannya untuk berpartisipasi dalam penyelesaian permasalahan yang terjadi. Penyelesaian kasus korupsi yang ada di Desa Ploso menunjukkan bahwa terselesaikannya kasus korupsi karena adanya gerakan dari Tokoh masyarakat untuk mengumpulkan massa dan mendorong Bendahara Desa memberikan keterangan serta pembuktian. Gerakan yang dimulai atas dasar kekecewaan terhadap kinerja Kepala Desa ternyata memunculkan kasus korupsi yang dilakukan oleh Kepala Desa Ploso. Korupsi yang terjadi berupa penyelewengan jabatan untuk tujuan pribadi maupun kelompok serta penyelewengan dana kas desa yang seharusnya digunakan untuk kepentingan masyarakat umum

ABSTRACT

Corruption in Indonesia is a problem which is not resolved properly. Corruption can occur in every level of Government, from the village level up to the Center. The purpose of this research is to analyze the role of community leaders in exposing corruption cases against Fund cash land village. This research uses qualitative approach method of descriptive case studies to search for and find understanding or understanding of the phenomenon in a special berkonteks background. Data collection techniques used are in-depth interviews. Data analysis techniques used in this research is process data, reduces data, presenting data from Emzir. Based on the results of discussion and analysis in the study, pointed out that to reveal corruption within a government institution needed a good cooperation between citizens in General. Between the parties involved should carry out its role and functions in accordance with their respective positions in society. As community leaders should be able to give a description of landing and of the people. As well as demonstrating his role to participate in the resolution of problems that occur. Completion of the corruption that is in the village of Ploso shows that finished corruption due to movement of community leaders to gather the masses and encourage Treasurer Village provides information as well as proving ground. The movement that began on the basis of disappointment against the performance of the Chief of the village turned out to bring up the corruption cases committed by the village chief Ploso. Corruption happens in the form of misappropriation of Office for the purpose of personal and group as well as the village of cash misappropriation of funds should be used for the benefit of the general public
