MANAJEMEN DATA PENDIDIK DALAM MEWUJUDKAN GOOD GOVERNANCE DI DINAS PENDIDIKAN KABUPATEN TUBAN
EDUCATOR DATA MANAGEMENT IN REALIZING GOOD GOVERNANCE IN THE EDUCATION OFFICE OF TUBAN DISTRICT
Penelitian ini bertujuan untuk mendeskripsikan, menelaah dan menganalisis manajemen data pendidik di Dinas Pendidikan Kabupaten Tuban melalui sudut pandang good governance yang memiliki fokus penelitian berikut, (1) Partisipasi Semua Pihak; (2) Akuntabilitas; (3) Efektivitas dan Efisiensi. Penelitian ini dilatar belakangi oleh otonomi daerah yang merupakan peluang dalam pelaksanaan good governance di Indonesia yang dipercaya dapat merefleksikan nilai-nilai demokrasi. Istilah otonomi daerah di bidang pendidikan identik dengan desentralisasi pendidikan. Pemerintah daerah memiliki wewenang penuh terhadap pengelolaan pendidikan daerah termasuk pula dalam pengelolaan data pendidik menjadi informasi pendidikan. Penelitian ini menggunakan metode kualitatif dengan menggunakan teknik pengumpulan data melalui wawancara observasi dan studi dokumentasi. Teknik analisis data yang digunakan meliputi reduksi data, penyajian data dan penarikan kesimpulan. Uji keabsahan data dilakukan melalui uji kedibilitas mencakup triangulasi sumber, triangulasi teknik dan membercheck; uji validitas; dependabilitas; dan konfirmabilitas. Hasil penelitian ini menunjukkan bahwa manajemen data pendidik dilihat dari partisipasi semua pihak sudah berjalan sangat baik dengan melihat keterlibatan semua pihak dalam pelaksanaan tugas. Dilihat dari akuntabilitas sudah berjalan dengan sangat baik pula dimana pertanggujawaban dilakukan dengan transparan, berjenjang dan mengacu pada peraturaran perundang-undangan yang berlaku. Sedangkan dilihat dari efektivitas dan efisiensi sudah berjalan cukup baik dalam pelaksanaanya manajemen data pendidik beberapa sudah tersistem dan berbasis aplikasi.

This study aims to describe, examininate and analyze educator data management in tuban district education office through the perspective of good governance which has the following research focuses, (1) Participation of All Parties; (2) Accountability; (3) Effectiveness and Efficiency. This research is motivated by regional autonomy which is an opportunity in the implementation of good governance in Indonesia which is believed to reflect democratic values. The term regional autonomy in the field of education is synonymous with education decentralization. Local governments have full authority over the management of regional education, including the management of educator data into educational information. This study uses qualitative methods by using data collection techniques through observation interviews and documentation studies. Data analysis techniques used include data reduction, data presentation and drawing conclusions. The data validity test was carried out through a credibility test including source triangulation, technical triangulation and member check; validity test; dependability; and confirmability. The results of this study indicate that the data management of educators seen from the participation of all parties has gone very well by looking at the involvement of all parties in carrying out their duties. Judging from the accountability, it has been running very well where accountability is carried out in a transparent, tiered manner and refers to the applicable laws and regulations. Meanwhile, judging from the effectiveness and efficiency, it has been going quite well in the implementation of educator data management, some have been systemized and application-based.
