Digital
libraries have become an important aspect of education in recent years. Where
the education system has changed along with the development of technology. Even
so, the development of digital libraries is not free from challenges and
constraints. One of them is the absence of definite guidelines for evaluating
digital libraries. Because digital libraries are new, complex, and diverse
entities, researchers and practitioners need a set of guidelines relating to
why it is important to evaluate, when to evaluate, what to evaluate, how to
evaluate, and how to incorporate the results into the development process. The
purpose of digital library evaluation is to determine the extent to which it
meets its goals and offer suggestions for improvement. Therefore, this research
was conducted with the aim of evaluating digital library management at Surabaya
State University and Malang State University, therefore researchers chose to
use an evaluative research approach. Evaluative research is research conducted
to measure the success of an activity/program, to find out whether the
objectives have been achieved as formulated or not. In this study, the
researcher chose to use the CIPOO evaluation research method, because the aim
or target of this evaluation was the management aspect of the digital library
at Surabaya State University and Malang State University. The results showed
that each of the components of the CIPOO evaluation tested showed that both
Surabaya State University and Malang State University digital library
management had been carried out well and optimally. Even so, the research
results also show that more in-depth research is still needed on several
digital library management components. This research is also accompanied by an
ideal digital library management model.
