The Effectiveness of Using the Application (SiapNgajar) in Improving Teacher Performance at SMPN 2 Kebonsari Madiun
Kemajuan Teknologi Informasi dan Komunikasi (TIK) telah mengubah paradigma sistem birokrasi di seluruh dunia, termasuk dalam sektor pemerintahan melalui konsep e-government. Di Indonesia, konsep ini mulai diadopsi secara masif di berbagai instansi di setiap daerah, termasuk Dinas Pendidikan dan Kebudayaan Kabupaten Madiun. Pemanfaatan TIK menjadi solusi untuk mengatasi permasalahan dalam dunia pendidikan, terutama terkait pengawasan kinerja guru, dengan meluncurkan inovasi berupa Sistem Aplikasi Tenaga Pengajar (SiapNgajar). Meskipun aplikasi SiapNgajar menawarkan berbagai manfaat, dalam penerapannya tidak serta merta lancer begitu saja. Beberapa masalah dihadapi dalam penerapannya antara lain terbatasnya dukungan aplikasi pada sistem operasi Android, adanya bug sistem, serta menu aplikasi yang terbatas, yang dapat menghambat efektivitas kinerja guru. Penelitian ini bertujuan untuk menilai efektivitas penerapan e-government melalui aplikasi SiapNgajar di SMPN 2 Kebonsari Madiun dalam meningkatkan kinerja guru. Metodologi yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data primer dikumpulkan melalui Teknik wawancara dengan tim IT Dinas Pendidikan dan Kebudayaan sebagai pengembang aplikasi, serta guru di SMPN 2 Kebonsari sebagai pengguna aplikasi. Berdasarkan teori efektivitas program menurut Budiani (2007), hasil penelitian menunjukkan bahwa penerapan aplikasi SiapNgajar dapat dikatakan efektif, meskipun terdapat beberapa aspek yang perlu diperbaiki. Oleh karena itu, disarankan agar pengembang segera memperbaiki bug yang dialami pengguna melalui pemeliharaan rutin dan evaluasi terjadwal. Selain itu, fokus pada penyediaan konten panduan interaktif, seperti video tutorial animasi, akan lebih efektif dibandingkan sosialisasi berlebihan. Tujuan program ini telah tercapai, namun perluasan fitur seperti Mutasi dan Gaji/Honor sangat dianjurkan untuk meningkatkan fungsionalitas aplikasi. Dinas Pendidikan juga disarankan untuk mengembangkan pendekatan pemantauan yang lebih holistik, yang tidak hanya menilai keaktifan penggunaan aplikasi SiapNgajar, tetapi juga kualitas dan dampak aktivitas tenaga pendidik.
The advancement of Information and Communication Technology (ICT) has transformed the paradigm of bureaucratic systems worldwide, including in the government sector through the concept of e-government. In Indonesia, this concept has begun to be adopted massively across various agencies in every region, including the Education and Culture Office of Madiun Regency. The utilization of ICT serves as a solution to address issues in the education sector, particularly related to monitoring teacher performance, by launching an innovation in the form of the Teacher Application System (SiapNgajar). Although the SiapNgajar application offers various benefits, its implementation has not been entirely smooth. Several challenges have been encountered in its application, including limited support for the Android operating system, system bugs, and a limited application menu, which can hinder the effectiveness of teacher performance. This study aims to assess the effectiveness of e-government implementation through the SiapNgajar application at SMPN 2 Kebonsari Madiun in improving teacher performance. The methodology used is qualitative with a descriptive approach. Primary data was collected through interviews with the IT team from the Education and Culture Office as the application developers, as well as teachers at SMPN 2 Kebonsari as application users. Based on the program effectiveness theory according to Budiani (2007), the research findings indicate that the implementation of the SiapNgajar application can be considered effective, although there are several aspects that need improvement. Therefore, it is recommended that developers promptly address user-reported bugs through routine maintenance and scheduled evaluations. Additionally, focusing on providing interactive guide content, such as animated tutorial videos, will be more effective than excessive socialization. The objectives of this program have been achieved; however, expanding features such as Mutations and Salary/Honorarium is highly recommended to enhance the application's functionality. The Education Office is also advised to develop a more holistic monitoring approach that not only assesses the activity of using the SiapNgajar application but also evaluates the quality and impact of educators' activities.
