Abstract — as a well-known university that prioritizes education, the State University of Surabaya serves as a university that provides a variety of scholarship models for students who deserve to get the help of tuition fees and outstanding students. Scholarships in the State University of Surabaya include PPA scholarship (improvement of academic achievement), BBM Scholarship (student cost aid), scholarships Bidikmisi, cooperation scholarship (MOU), religious scholarship and Education Affirmation Scholarship (sister). The process of receiving the scholarship requires a system that can provide ease on the selection process and monitoring of scholarships in the State University of Surabaya. This designed system will apply a data mining classification algorithm C 4.5 to existing data in the selection and monitoring process of scholarship recipients. The C 4.5 algorithm was chosen because the C 4.5 algorithm would look for a decision tree based on the value of each – each attribute that has been determined based on a scholarship, which will result in an accurate and appropriate scholarship selection process in accordance with existing data. The system is designed to use several attributes such as GPA, number of semesters, income of parents, parental work, number of vehicles, number of children's liabilities, electricity costs, non-academic achievements or depending on the characteristics of each type of scholarship. In this study, the C 4.5 method was able to well classify the PPA scholarship data with a result of an accuracy rate of 81.67% and an error rate of 18.33%. From testing by the Black-box method overall the system is well-done and appropriate in terms of determining the selection and monitoring Beasisswa students.
