Belajar membaca Al Qur’an, yang diawali dengan mengenal dan memahami huruf hijaiah, merupakan hal yang sangat penting bagi seorang muslim, termasuk anak tunarungu. Anak tunarungu adalah individu yang mengalami hambatan pendengaran sehingga membawa dampak yang luas dalam kehidupannya termasuk pada masalah bahasa. Tujuan dari penelitian ini yaitu merancang dan membuat buku Iqro’ berbasis isyarat jilid 1 yang digunakan dalam proses pembelajaran mengenal dan memahami huruf hijaiah bagi siswa tunarungu serta mengetahui kelayakan buku berdasarkan penilaian ahli materi, ahli media dan praktisi pendidikan. Penelitian ini mengadaptasi model ADDIE hanya sampai tiga tahap saja yaitu Analysis (Analisis), Design (Desain/perancangan), dan Development (Pengembangan). Teknik pengumpulan data dengan cara studi literatur, observasi, angket dan kuisioner. Instrumen penelitian menggunakan skala Likert. Sedangkan teknik analisis data yang digunakan berupa lembar validasi ahli materi, lembar validasi ahli media dan lembar validasi praktisi pendidikan dalam hal ini guru agama Islam.
Hasil validasi dari ahli materi memperoleh persentase akhir sebesar 88% dengan kriteria sangat layak. Hasil validasi dari ahli media memperoleh persentase akhir 98% dengan kriteria sangat layak. Hasil validasi dari guru agama Islam SLB Negeri Balikpapan memperoleh persentase akhir 85% dengan kriteria sangat layak, dan hasil validasi dari Kepala SDLB Karya Mulia Surabaya memperoleh persentase akhir 97,5% dengan kriteria sangat layak. Sedangkan berdasarkan uji reliabilitas ahli materi, ahli media dan praktisi/guru agama Islam, dengan menggunakan rumus cronbach’s alpha maka diperoleh angka ahli materi 0,833, ahli media 0,741, dan guru agama Islam 0,899, yang mana r hitung lebih besar dari 0,600, maka dapat dinyatakan bahwa buku Iqro’ berbasis isyarat sangat reliable. Dengan demikian dapat disimpulkan bahwa buku Iqro’ berisyarat jilid 1 layak digunakan dalam pembelajaran mengenal dan memahami huruf hijaiah bagi siswa tunarungu.

Learning to read the Qur'an, which begins with recognizing and understanding the hijaiyah letters, is an essential for a Muslim, including children with hearing impairments. Deaf children are individuals who experience hearing barriers, which have wide-ranging impacts on their lives, including language development. The aim of this research is to design and develop Iqro' book volume 1 based on sign language, which will be used in the learning process to help deaf students recognize and understand hijaiyah letters, as well as to assess the feasibility of the book based on evaluation from subject matter experts, media experts and education practitioners. This research adapts the ADDIE model, but only up to three stages, namely Analysis, Design, and Development. Data collection techniques include literature studies, observations, surveys, and questionnaires. The research instrument used a Likert scale. Data analysis technique involved validation sheets from subject matter experts, media experts and education practitioners, in this case Islamic education teachers. The subject matter expert validation results yielded a final percentage of 88% categorized as highly feasible. The media expert validation resulted in 98% also categorized as highly feasible.
Validation by an Islamic religious teacher of Balikpapan State Special School obtained a final percentage of 85% with very feasible criteria, and the validation results from the Principal of Karya Mulia Surabaya Elementary School obtained a final percentage of 97.5% with very feasible criteria. Furthermore, based on the reliability test of material category, media experts and Islamic religious teachers, using the Cronbach's alpha formula, the number of material experts was 0.833, media experts 0.741, and Islamic religious teachers 0.899, since these values are all greater than 0.600, it can be stated that the sign language-based Iqro' book is highly reliable. Thus, it can be concluded that the sign languagr-based Iqro' book volume 1 is suitable for use in learning to recognize and understand the hijaiyah letters for deaf students.
