HUBUNGAN KERUSAKAN JALAN TERHADAP BIAYA OPERASIONAL KENDARAAN PADA RUAS JALAN RAYA CANDI, SIDOARJO

CORRELATION OF ROAD DEMAGE TO VEHICLE OPERATIONAL COSTS IN HIGHWAY SECTION OF JALAN RAYA CANDI, SIDOARJO

Kerusakan jalan merupakan keadaan dimana fungsi jalan sudah tidak bisa memberikan pelayanan yang maksimal untuk kebutuhan masyarakat terhadap kendaraan yang melewati jalan tersebut. Pemeliharaan yang rutin dan berkala perlu mempertahankan kenyamanan dan keamanan untuk pengguna jalan dan mempertahankan kekuatan jalan hingga umur rencana. Penelitian ini mempunyai tujuan yaitu mencari jenis kerusakan jalan, tingkat kerusakan jalan dan besarnya nilai BOK yang dikeluarkan pada kendaraan yang melewati Ruas Jalan Raya Candi Sidoarjo. Untuk mencari nilai kerusakan jalan menggunakan metode  Pavement Condition Index (PCI) dan untuk mencari besarnya nilai Biaya Operasional Kendaraan menggunakan metode Pacific Consultant International (PCI). Metode analisa Pavement Condition Index (PCI) adalah metode yang digunakan untuk mengetahui kondisi lapisan permukaan jalan yang nilainya ditentukan dari keadaan lapis permukaan yang diakibatkan kerusakan jalan. Metode Pacific Consultant International (PCI)  adalah metode yang dilakukan untuk mengeahui besarnya Biaya Operasional Kendaraan yang dikeluarkan per kilometer dan faktor apa saja yang memperngaruhi nilai Biaya Operasional Kendaraan. Hasil dari penelitian ini adalah: (1) jenis kerusakan jalan yang terjadi pada Ruas Jalan Raya Candi Sidoarjo adalah adalah retak buaya, retak pinggir, retak memanjang dan melintang, retak blok, retak refleksi sambungan, penurunan bekas tambalan, lubang. (2) Hasil analisis perhitungan BOK pada Ruas Jalan Raya Candi Sidoarjo untuk arah Malang-Surabaya yaitu nilai BOK  pada segmen 1 sebesar Rp. 5.855 Rp./kend.km, segmen 2 sebesar Rp. 5.741 Rp./kend.km, segmen 3 sebesar Rp. 5.371 Rp./kend.km, segmen 4 sebesar Rp. 5.609 Rp./kend.km, segmen 5 sebesar Rp. 5.764 Rp./kend.km. Hasil perhitungan BOK untuk arah Surabaya-Malang yaitu nilai BOK pada segmen 1 sebesar Rp. 5.251, segmen 2 sebesar Rp. 5.420, segmen 3 sebesar Rp. 5.424 Rp./kend.km, segmen 4 sebesar Rp. 5.290 Rp./kend.km, segmen 5 sebesar Rp. 5.333 Rp./kend.km. (3)  Hasil analisis regresi linear didapatkan persamaan Y= 6213,434 + 10,223 X, dari persamaat tersebut diketahui nilai koefisien determinasi R sebesar 0,848 dan R Square (R²) sebesar 0,718 yang artinya Nilai PCI (X) berpengaruh terhadap Nilai BOK (Y) karena rentang interval koefisien yaitu 0,60-0,799 ( kuat).

Road damage is a condition where the function of the road cannot provide maximum service for the needs of the community for vehicles that pass through the road. Routine and periodic maintenance needs to maintain comfort and safety for road users and maintain road strength until the design life. This study has a purpose, namely to find the type of road damage, the level of road damage and the amount of the BOK value issued to vehicles that pass the Jalan Raya Candi Sidoarjo Section. To find the value of road damage using themethod  Pavement Condition Index (PCI)and to find the value of Vehicle Operational Costs using themethod Pacific Consultant International (PCI).analysis Pavement Condition Index (PCI)method is a method used to determine the condition of the road surface layer whose value is determined from the condition of the surface layer caused by road damage. The Pacific Consultant International (PCI) method is a method used to determine the amount of Vehicle Operating Costs incurred per kilometer and what factors affect the value of Vehicle Operating Costs. The results of this study are: (1) the types of road damage that occur on the Jalan Raya Candi Sidoarjo section are crocodile cracks, edge cracks, longitudinal and transverse cracks, block cracks, joint reflection cracks, settlement of patches, potholes. (2) The results of the analysis of the BOK calculation on the Jalan Raya Candi Sidoarjo section for the Malang-Surabaya direction, namely the BOK value in segment 1 is Rp. 5,855 Rp./kend.km, segment 2 of Rp. 5,741 Rp./kend.km, segment 3 of Rp. 5,371 Rp./kend.km, segment 4 is Rp. 5,609 Rp./kend.km, segment 5 is Rp. 5,764 Rp./kend.km. The results of the BOK calculation for the Surabaya-Malang direction are the BOK value in segment 1 of Rp. 5,251, segment 2 of Rp. 5,420, segment 3 of Rp. 5,424 Rp./kend.km, segment 4 is Rp. 5,290 Rp./kend.km, segment 5 Rp. 5,333 Rp./kend.km. (3) Results of linear regression analysis obtained equation Y = 6213.434 + 10.223 X, of the unknown persamaat determination coefficient R value of 0.848 and R Square (R²⁾of 0.718 which means Value PCI (X) effect on BOK Value (Y ) because the coefficient interval range is 0.60-0.799 (strong).
