This study aims to find out about the implementation
of a child-friendly school program at SMP Negeri 2 Tuban. The theory used is
the Elmore model of policy theory, this theory explains that policy
implementation is principally based on the following stages: a) Identifying the
network of actors involved, b) the type of public policy that encourages people
to do their own policy implementation, or still involves the government in
lower level, c) policies are made in accordance with expectations (Kadji, 2015:61).
Meanwhile, the approach used in the research process is a qualitative
descriptive-based approach. The data collection is done by means of observation
and interviews. The informants in this study were the vice principal of public
relations, the vice principal of student affairs and the teacher of counseling
guidance. The focus of the research is on the planning and implementation of
child-friendly school-based programs at SMP Negeri 2 Tuban. The results of the
study stated that the child-friendly-based school program had been implemented
at SMP Negeri 2 Tuban. The implementation of the program in the planning stage
includes holding meetings with the team including the affairs team with the
teachers, forming a child-friendly school implementation team to facilitate
coordination. At the implementation stage, it includes collaborating with
related parties such as the education office, social service, health office,
facilitators who understand child-friendly schools and cooperation between
schools, educators and education personnel are well trained in children's
rights, schools have anti-violence policies, Improvement of facilities and
infrastructure, Establishing a child-friendly school task force consisting of
students at SMP Negeri 2 Tuban, Facilitating students to develop talents and
interests, Implementing positive discipline, Applying the BARIISAN concept
(Clean, Safe, Friendly, Beautiful, Inclusive, Healthy, Beautiful, Comfortable
