The ability of Vocational High Schools (SMK) to build
partnerships with industry is an important step that needs to be considered
considering there are still many miss match problems between SMK and industry.
Therefore, the process of management cooperation, which includes planning,
implementation, and evaluation in building and maintaining cooperation with
industry, needs to be identified in depth. It is crucial because each SMK has
the ability to manage its institution.
This research was conducted at SMK Negeri 1 Mojokerto
and SMK PGRI Kota Mojokerto using a qualitative approach to a multi-case study
design to find the meaning of each phenomenon about the Teknik Bisnis Sepeda
Motor Program (TBSM) in each school. Research data were collected through
in-depth interviews, participant and non-participant observation, and
documentation studies. In-depth interviews were conducted with several
informants essential in building and maintaining cooperation: the school
principal, curriculum area representatives, public relations representatives,
heads of expertise programs, and teachers. Researchers carried out participant
observation by participating in all activities directly, and researchers
carried out non-participant observations through observation activities.
Documents analyzed include curriculum, MoU, certificates, and other relevant
documents. Single findings are presented via the Nvivo App.
In contrast, cross-case findings are performed using
constant comparative analysis techniques. Findings are presented through the

tested using credibility criteria with triangulation of sources and techniques,
checking members, the persistence of researchers, adequacy of references, and healthy
checking with discussion. Data validity is also tested through an audit by the
supervisor to meet the dependability criteria. The data that has been collected
and analyzed is tested for its transferability by compiling systematic and
comprehensive data supported by the objectivity of the data, which means that
it also meets the confirmability criteria in the validity of the data.
The study results show that (1) in cooperation
planning, the conditions and objectives of cooperation in each SMK affect the
orientation of cooperation established with industry, (2) in the implementation
of cooperation, the realization of cooperation in both SMK and Industry
supports the development of indoor and outdoor learning processes, including
curriculum synchronization, development of teaching materials, Field Work
Practices (PKL), Expertise Competency Tests (UKK), increased educator
competence and assistance practice facility. The implementation of the
collaboration between the two parties can be completed mutually beneficial,
where schools, through industry's support, can improve the quality of schools
and graduates while the industry's image is increasing in the eyes of the
community, achieving profit goals, and fulfilling its social responsibilities.
(3) on the evaluation of cooperation, SMK tends to focus on evaluating the
constraints and impacts of cooperation, student achievement, and the absorption
of graduates in IDUKA. Vocational Schools with a representative carrying
capacity in establishing cooperation have more significant obstacles in
obtaining the expected cooperation than those with limited carrying capacity.
The evaluation results show that the collaboration between SMK and IDUKA has
had a positive impact with different results.
The results of this
study have theoretical implications for strengthening the Theory of School
Development Planning, linking and matching SMK-Industry, School Marketing, and
Social Exchange Theory as a pattern of cooperation that can bind in cooperation
at the institutional level. The results of this study also have practical
implications for strategic efforts made by SMK to fulfill the requirements and
standards for establishing cooperation with industry in a cooperation
management system. Therefore, the researchers provided several recommendations
addressed to the East Java Provincial Education Office, East Java Provincial
Government, Mojokerto City Government, Principals of research locations and
others, School Public Relations, Head of the TBSM Expertise Program, Teachers,
and other Researchers.
