IMPLEMENTASI PEMBANGUNAN ZONA INTEGRITAS WILAYAH BEBAS DARI KORUPSI DI DINAS PEMADAM KEBAKARAN DAN PENYELAMATAN KOTA SURABAYA

IMPLEMENTATION OF INTEGRITY ZONE DEVELOPMENT TOWARDS CORRUPTION-FREE AREAS AT THE SURABAYA CITY FIRE AND RESCUE SERVICE

Pembangunan Zona Integritas (ZI) di instansi pemerintah muncul dari kebutuhan mendesak untuk menciptakan pemerintahan yang bersih, transparan, dan akuntabel di tengah tantangan serius terkait korupsi dan birokrasi yang tidak efisien. Korupsi telah lama menjadi hambatan utama pembangunan di berbagai sektor, yang berdampak negatif pada kualitas pelayanan publik dan menurunkan kepercayaan masyarakat terhadap institusi pemerintah. Pemerintah kota Surabaya melalui Dinas Pemadam Kebakaran dan Penyelamatan segera memebentuk tim pembangunan zona integritas dan dalam melaksanakan tugasnya berpedoman pada peraturan mentri pendayagunaan aparatur negara dan reformasi birokrasi republik Indonesia Nomor 10 tahun 2019. Tentang pedoman Pembangunan zona integritas menuju wilayah bebas dari korupsi dan wilayah birokrasi bersih melayani di lingkungan instansi pemerintah dan peraturan perundang-undangan terkait lainnya.

          Penelitian ini bertujuan untuk menganalisis Implementasi Pembangunan Zona Integritas Menuju Wilayah Bebas Dari Korupsi Di Dinas Pemadam Kebakaran Dan Penyelamatan Kota Surabaya dengan menggunakan model implementasi kebijakan George C. Edward III, yang meliputi dimensi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi.

          Hasil penelitian menggambarkan bahwa program ini berjalan cukup baik namun masih ada beberapa hal yang harus terus di tingkatkan seperti percepatan pada proses pengisian Lembar Kerja Evaluasi (LKE) Zona Integritas agar memudahkan Pemerintah Kota dalam melakukan penilaian dan monitoring evaluasi untuk memastikan bahwa instansi pemerintah benar-benar berkomitmen dan mampu mewujudkan Zona Integritas, yang pada akhirnya berkontribusi pada terwujudnya pemerintah yang bersih, akuntabel, dan Melayani.

The development of Integrity Zones (ZI) in government agencies arises from the urgent need to create a clean, transparent, and accountable government amid serious challenges related to corruption and inefficient bureaucracy. Corruption has long been a major obstacle to development in various sectors, negatively impacting the quality of public services and lowering public trust in government institutions. The Surabaya city government through the Fire and Rescue Service immediately formed an integrity zone development team and in carrying out its duties was guided by the regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 10 of 2019. Regarding the guidelines for the development of integrity zones towards areas free from corruption and clean bureaucratic areas serving within government agencies and other related laws and regulations.

          This study aims to analyze the implementation of the development of integrity zones towards corruption-free areas in the Surabaya City Fire and Rescue Service using the George C. Edward III policy implementation model, which includes the dimensions of communication, resources, disposition, and bureaucratic structure. The research method used is qualitative descriptive, with data collection techniques in the form of observation, interviews, and documentation.

          The results of the study illustrate that this program is running quite well but there are still several things that must continue to be improved, such as the acceleration of the process of filling out the Integrity Zone Evaluation Worksheet (LKE) to make it easier for the City Government to conduct assessments and monitoring evaluations to ensure that government agencies are really committed and able to realize the Integrity Zone, which ultimately contributes to the realization of a clean government.  accountable, and Serve.
