Badan Kepegawaian Daerah Kabupaten Gresik telah menciptakan inovasi sistem aplikasi berbasis web SIPANTAS (Sistem Informasi Pengukuran dan Analisa Tunjangan Aparatur Sipil). Tujuan Penlitian mengetahui peran SIPANTAS dalam mengoptimalkan produktivitas kerja, mewujudkan perhitungan Tunjangan Tambahan Penghasilan (TTP) yang akurat, adil, efektif, efisien dan akuntabel bagi Aparatur Sipil Negara (ASN) di lingkungan Pemerintah Kabupaten Gresik. Pendekatan penelitian yang digunakan yaitu kualitatif deskriptif. Fokus penelitian mendeskripsikan faktor keberhasilan pada efektivitas penerapan SIPANTAS di BKD Kabupaten Gresik menggunakan teori kesuksesan e-government Gill-Gracia dan Theresa. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara serta dokumentasi. Hasil penelitian menunjukkan bahwa penerapan SIPANTAS di BKD Kabupaten Gresik belum sepenuhnya berjalan efektif. Faktor data dan informasi, data pada SIPANTAS menunjang perhitungan TTP namun, data tersebut belum sepenuhnya memenuhi aspek perhitungan secara akuntabel. Teknologi informasi, perangkat keras telah menunjang penerapan SIPANTAS namun, terdapat hambatan kurangnya jumlah pengelola, kurangnya kemampuan pengguna dan perangkat lunak belum sepenuhnya menunjang penerapan SIPANTAS. Manajerial dan organisasi, peran pemimpin dalam komunikasi dan koordinasi dengan pengelola berjalan sesuai tugas pokok dan fungsinya tetapi pemimpin tidak melakukan monitoring terhadap pekerjaan yang di input pegawai dengan realisasi. Legalitas dan kebijakan, belum terdapat peraturan yang menunjang perhitungan TTP melalui SIPANTAS. Institusi dan lingkungan, pegawai mayoritas mendukung penerapan SIPANTAS terlihat capaian kinerja organisasi dan kedisiplinan pegawai meningkat, namun penerapannya belum sesuai dengan slogan instansi. Oleh karena itu, perlu perbaikan perangkat lunak meningkatkan database, menambahkan menu bukti pekerjaan dan menghubungkan dengan SIMPEG, sosialisasi berkala pengoperasian SIPANTAS, rekrutmen pengelola kepegawaian, atasan melakukan audit secara berkala serta penciptaan SOP terkait pelaksanaan SIPANTAS.
The Regional Personnel Agency of Gresik Regency has created an innovative SIPANTAS web-based application system (Information System for Measurement and Analysis of Civil Apparatus Allowances). The purpose of this research is to know the role of SIPANTAS in optimizing work productivity, realizing the calculation of additional income allowance that is accurate, fair, effective, efficient and accountable for the State Civil Apparatus in the Gresik Regency Government. The research approach used is descriptive qualitative. The focus of the research is to describe the success factors in the effectiveness of the implementation of SIPANTAS in the Regional Personnel Agency of Gresik using Gill-Gracia and Theresa's theory of e-government success. Data collection techniques used are observation, interviews and documentation. The results showed that the implementation of SIPANTAS in Regional Personnel Agency of Gresik has not been fully effective. Factors of data and information, the data on SIPANTAS support the calculation of additional income allowance, however, the data does not fully meet the aspects of accountable calculation. Information technology, hardware has supported the implementation of SIPANTAS, however, there are obstacles to the lack of a number of managers, the lack of user capabilities and the software has not fully supported the implementation of SIPANTAS. Managerial and organizational, the role of leaders in communication and coordination with managers runs according to their main duties and functions but the leader does not monitor the work that is input by employees with realization. Legality and policy, there are no regulations that support the calculation of additional income allowance through SIPANTAS. Institutions and the environment, the majority of employees support the implementation of SIPANTAS, it can be seen that organizational performance achievements and employee discipline have increased, but the implementation is not in accordance with the agency's slogan. Therefore, it is necessary to improve the software to increase the database, add a proof of work menu and connect with personnel management information system, periodically socialize the operation of SIPANTAS, recruit personnel managers, supervisors conduct periodic audits and create standard operating procedures related to SIPANTAS implementation.
