EFFECTIVENESS ELECTRONIC PROCUREMENT OF GOODS AND SERVICES DEPARTMENT OF ENVIRONMENTAL AND FOOD SERVICES OF MAGETAN REGENCY

Pengadaan Barang dan Jasa Pemerintah secara elektronik merupakan suatu inovasi dan pengembangan kegiatan pengadaan kebutuhan pemerintah dengan pemanfaatan tekonologi informasi dan komunikasi. fokus penyelenggaraan pengadaan barang dan jasa pemerintah secara elektronik adalah untuk menciptakan kegiatan pengadaan yang transparan, efektif, efisien, adil dan bertanggungjawab, dan serta untuk mencegah serta meminimalisir praktik tindakan korupsi di lingkup sektor pengadaan barang dan jasa pemerintah. tujuan dari penelitian ini adalah untuk mendeskripsikan mengenai efektivitas pengadaan barang dan jasa pemerintah secara elektronik di Dinas Lingkungan Hidup dan Pangan Kabupaten Magetan. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data menggunakan metode teknik wawancara dan observasi. Hasil penelitian menunjukkan bahwa efektivitas Pengadaan Barang dan Jasa secara elektronik di Dinas Lingkungan Hidup dan Pangan Kabupaten Magetan dari lima dimensi analisis antara lain Processing, Content, Usability, Training, dan Professionalism. dalam penyelenggaraan kegiatan pengadaan barang dan jasa secara elektronik di Dinas Lingkungan Hidup dan Pangan Kabupaten Magetan ditemui beberapa kendala yaitu terdapat fenomena rangkap jabatan, serta beban pekerjaan yang berlebihan yang dialami oleh pejabat yang merangkap sebagai pejabat pengadaan, dan masih adanya kendala pada pembuatan paket kecil kebutuhan dinas melalui vendor dikarenakan tidak fokus atau kurangnya ketertarikan vendor untuk mengakses sistem e-katalog sehingga terjadi contact diluar sistem, serta adanya ketidakpuasan pejabat pengadaan karena kurangnya apresiasi atau tunjangan khusus dalam melakukan tugas sebagai pejabat pengadaan. Peneliti memberikan saran masukan perlu adanya tunjangan sertifikasi khusus bagi pejabat pengadaan, serta perlunya update sistem terkait notifikasi kepada vendor jika terdapat pesanan dari pihak dinas untuk menghindari kontak diluar sistem 

The electronic procurement of goods and services by the government is an innovation and development of government procurement activities utilizing information and communication technology, the focus of conducting electronic procurement of goods and services by the government to create procurement activities that are transparent, effective, efficient, fair, and accountable, as well to prevent and minimize corrupt practices within the scope of government procurement of goods and services. The purpose of this research is to describe the effectiveness of electronic procurement of goods and services by the government at the Department of Environment and Food of Magetan Regency. The research method used is qualitative descriptive, with data collection employing interview and observation techniques. The research results show that the effectiveness of electronic procurement of goods and services at the Department of Environment and Food of Magetan Regency, based on five dimensions of analysis : Processing, Content, Usability, Training, and Proffesionalism. In the implementation of electronic procurement activities at the Department of Environment and Food of Magetan Regency, several problems were encountered, including the phenomenon of dual positions and excessive workload experienced by officials who also serve as procurement officers, and there are still challenges in creating small packages through vendors due to the lack of focus or interest from vendors in accesing the e-catalog system, leading to contact outside the system. Additionally, there is dissastisfaction among procurement officials due to the lack of appreciation or special allowances for their duties as procurement officers. The researcher suggests the need for special certification allowances for procurement official and the need to update the system regarding notification to vendors if there are orders from the department to avoid contact outside the system
