Economic Shift in Sawotratap Village Community in Frontage and Flyover Development (Study Concerning the Sidoarjo Frontage Road Development Project and the Aloha Flyover)
Abstrak
Proyek skala nasional yaitu Frontage Road Sidoarjo dan Flyover Aloha merupakan upaya pemerintah untuk meningkatkan perekonomian masyrakat khususnya di Sidoarjo. Proyek ini melintas dari daerah Waru hingga Buduran untuk Frontage dan Flyover Aloha yang bertujuan untuk memecah kemacetan di sekitar pintu masuk Bandara Juanda dan daerah PT. Maspion I. Proyek ini mempengaruhi beberapa masyarakat yang tinggal di sekitarnya termasuk pedagang. Masyarakat yang terdampak ialah masyarakat Desa Sawotratap yang beberapa terkena penggusuran. Penelitian ini meninjau mengenai pergeseran ekonomi masyarakat yang terjadi pasca penggusuran akibat dari proyek ini. Kondisi sosial dan perubahan masyarakat juga diteliti dalam penelitian ini. Pergeseran ekonomi ini ditinjau melalui teori Struktural Fungsional Talcott Parsons dan melalui Perspektif AGIL Penelitian ini menggunakan pendekatan deskriptif kualitatif. Hasil dari penelitian ini ialah ditemukan pergeseran ekonomi yang terjadi baik itu ke arah negatif maupun ke positif. Namun yang ditemui bahwa masyarakat yang tergusur justru hanya sedikit yang mengalami kesusahan karena uang ganti rugi yang diterima cukup besar jadi proses penggusuran cenderung cepat dan minim konflik.

Abstract
The national-scale projects, namely Frontage Road Sidoarjo and Aloha Flyover, are the government's efforts to improve the people's economy, especially in Sidoarjo. This project crosses from the Waru area to Buduran for the Aloha Frontage and Flyover which aims to break down the traffic jams around the entrance to Juanda Airport and the PT area. Maspion I. This project affects several people living in the vicinity including traders. The affected communities are the people of Sawotratap Village, some of whom have been evictions. This study reviews the shifts in the community's economy that occurred after the evictions as a result of this project. Social conditions and changes in society are also examined in this study. This economic shift is reviewed through Talcott Parsons' Structural-Functional theory and through the AGIL Perspective. This research uses a qualitative descriptive approach. The result of this study is that economic shifts have occurred, both in negative and positive directions. However, it was found that only a few of the people who were evicted experienced difficulties because the compensation money they received was quite large, so the eviction process tended to be quick and there was minimal conflict.
